Position Overview:

The Bib Proposal Specialist coordinator is responsible for managing the administrative aspects of the proposal development process, including analyzing various State/ Government Requests for Proposals (RFPs), gathering necessary information, coordinating with cross-functional teams, ensuring compliance with client requirements, and producing high-quality, polished proposal documents to be submitted to prospective clients, working closely with marketing and business development teams to meet deadlines and win new business; key duties include reviewing RFPs, assigning / tracking tasks, tracking bid progress, and ensuring proposals are formatted correctly and delivered on time.

Education, Training and Experience:

  • Bachelor's degree in business or marketing.
  • Project management skills: Ability to manage multiple proposals simultaneously and meet deadlines.
  • Communication skills: Effective communication with internal teams and external clients.
  • Analytical skills: Understanding complex RFPs and identifying key client requirements.
  • Strong skills in Microsoft 365 (Word, Excel, PowerPoint, and RFP management tools).
  • Solid leadership, time management, and critical thinking skills.
  • Quick self-starter, team-oriented and able to work with different personalities and professional styles.
  • Attention to detail: Meticulous focus on accuracy and consistency in documents.

Additional desired skills:

  • 2 years proposal experience or a combination of education and experience.
  • APMP certification or Shipley training is a plus.
  • Experience with bid management software (e.g., Responsive, Loopio, Qvidian).

Duties and Responsibilities

Under the direct supervision of the Manager, performs the following duties and responsibilities. Other miscellaneous duties may be assigned.

  • Thoroughly review RFPs to understand client needs, project requirements, and evaluation criteria.
  • Track amendments and clarifications to ensure the final proposal incorporates all required information.
  • Actively support the Business Development team in responding to proposal requests in a high-volume environment, project-managing each response, and prioritizing strategic cases.
  • Support development and completion of proposal related forms, representations and certifications, bonds, etc.
  • Ensure that proposals are compliant and meet all submission instructions, including free of grammar, spelling, and typographical errors and are completed within page count.
  • Perform and lead word processing tasks and desk top production tasks using MS Word, Excel, and PowerPoint.
  • Maintain standardized proposal templates, ensuring consistency across submissions.
  • Prepare final proposal documents for submission, including electronic and hard copies, adhering to deadlines.
  • Monitor the status of proposals and update internal databases.
  • Assist in maintaining a repository of past project information and client testimonials to be used in proposals.
  • Maintain bid responses in database to ensure up-to-date and accurate content.
  • Coordinate and support meetings, perform scheduling, create review and other tasks at the direction of proposal manager and/or Business Development leader.
  • Develop presentation decks to include compliance elements, timelines, assignment matrices, and debrief slides..
  • Support Business Development team with vendor registrations, prequalification questionnaires, and similar requests from clients and prospects.
  • Maintain access credentials for clients' vendor systems. Ensure filing of registration documents for future reference.
  • Participate in maintaining master project resumes, working with various SMEs for details and updates.

  • Attention to detail: Meticulous focus on accuracy and consistency in documents.

Security Requirements

Submission to, and ability to pass, a thorough pre-employment background check by the required State or District Lottery and Intralot, Inc. is a requirement of employment. A pre-employment drug screening is also a requirement.
