Hiring Pay Range: $72,000- $86,756 annually
Full Pay Range: $72,000- $101,500 annually

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. The position is not eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position

Join our team as the Climate and Health Manager and take a leading role in shaping Maricopa County Public Health's Climate and Health Plan in addition to the annual heat response strategy. In this dynamic position, you will act as the project manager for all climate and health strategic planning, heat response planning and activities, collaborating with a diverse range of government and non-governmental partners to effectively address heat-related challenges. You will oversee contracts, budgets, grants, and manage deliverables, to ensure all requirements are met, all while providing advanced-level leadership on this critical public health issue. This role offers the opportunity to exercise considerable independent discretion and make a meaningful impact in our community.

We Require

  • Bachelor's degree in public health, environmental health, business administration, geoscience, sustainability, or a related field

  • Four years of experience managing public health or grant-funded programs with a focus on community engagement with diverse populations, or a climate-related field

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Other Requirements

  • Within one month of hire, all employees are required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

  • Valid Arizona driver's license

We Also Value

  • Five years of experience in leading large-scale efforts in a public health, community-based organization, or climate-related field

  • Two or more years in strategic plan development and operationalizing program implementation

  • Prior supervisory experience

  • Proven grant oversight experience

  • Demonstrated experience working in Incident Command structure

Job Contributions

  • Develop and execute comprehensive heat response plan, preparing the department for emergency activation ahead of heat season and delivering annual reports with actionable lessons learned for improvement

  • Lead incident command operations and task forces during peak response periods (May 1 - Oct 30), coordinating components of response activities and ensuring effective implementation of emergency plans

  • Oversee fiscal responsibility, including climate and heat-related funding; monitor expenditures and contracts with municipalities, community organizations, and academic institutions to ensure deliverables and budget compliance, including the development of work plans, budgets, and evaluations

  • Partner with the MCDPH Division of Epidemiology and Informatics and the Climate and Health Data team to identify, gather, and disseminate relevant health, heat, and climate data during heat response and incorporate relevant data into response plans

  • Lead efforts to build and maintain relationships with health and climate partners including, but not limited to Maricopa Association of Governments, Maricopa County Human Services Department, Department of Environmental Services, Air Quality, Solari, City of Phoenix, other local municipalities, foundations, Universities, Community-based organizations, local businesses, and utility providers

  • Project manager for current and future grant opportunities and grant-funded projects supporting climate and heat work; work plan and timeline development, budget and spending plans, contract management, grant reporting, and evaluation planning

  • Prepare comprehensive, complex data-driven presentations and reports for national and local government, public health leadership, state/county/municipal decision-makers, and grant funders; must be prepared to speak in public with diverse audiences

  • Supervise climate and health team staff, including hiring, performance evaluation, and coaching. Ensure compliance with HR policies, manage timekeeping, and develop corrective action plans as necessary; ensure actions comply with County Merit Rules, County and Departmental policies and procedures, and applicable state and federal employment and labor laws; develop and implement corrective action plans as necessary

Working Conditions

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree
