General Responsibilities |
Manage and supervise purchasing activity; ensure proper state guided account coding, through the review of purchase orders issued; assign and review work of staff.
Responsible for implementing, communicating, reviewing, updating, and training on all purchasing and purchasing contract policies and procedures.
Employee is responsible to review and sign all college purchasing contracts, and review and approve language in all non-purchasing contracts as delegated by authority of the president.
Responsible to work with the College's legal counsel to ensure changes to procedures and all contract agreements are written to protect legal rights of the College.
Responsible to review and approve contracts for the purchase of goods and services, ensuring consistency, completeness, and protection of the college in legal matters related to all agreements.
Coordinate, with cost center manager, contract terms, monitoring and close out processes of contracts as needed.
Responsible for oversight of the college's procurement card program.
Monitors procurement legislation and assists with recommendations to best serve community colleges.
Explains and applies State Ethics laws for college personnel related to procurement activities. |

Responsible to manage the coordination of president and board approvals for purchasing ensuring accuracy, consistency, clarity and timeliness.
Report and safe keep contractual information for purchases necessary to maintain compliance with college policies and procedures.
In coordination with staff, recommend, implement, and coordinate day-to-day policies and procedures for purchasing.
Responsible for overseeing all solicitations in coordination with cost center managers and ensuring compliance with state law and college policies related to solicitations for goods and services.
Responsible for posting and advertising IFBs and RFPs in order to comply with college vending initiatives and goals.
Responsible for vendor communications.
Responsible for preparing and analyzing various reports for the president's team and board.
Responsible for implementation of all system enhancements in coordination with the Director of budget and accounting
Responsible for representing the college in all procurement affinity groups.
Prepare benchmarks of the functions supervised. |

Other Knowledge Required |
Bachelor's degree required. Master's degree or JD preferred.
Purchasing certification such as C.P.M., C.P.P.O. or C.P.P.B. or five years of progressive responsibilities in purchasing and contract administration.
Minimum two years of people management experience.
Knowledge of federal state and local laws related to purchasing (e.g.,
COMAR).
Public sector purchasing experience preferred.
Ability to determine changes in regulations that affect policies and procedures related to areas of assignment.
Knowledge of contract administration principles.
Ability to use own initiative to locate and resolve problems.
Ability to coordinate with other areas of the college and external agencies to perform duties.
Ability to interact tactfully and to deal courteously and effectively with others.
Ability to interview, hire, train, direct, evaluate, discipline and provide supervisory support to staff.
Ability to analyze areas of responsibility and administrative systems to ensure accuracy and recommend and initiate modifications if necessary.
Experience with online purchasing such as Ellucian preferred.
Ability to use standardized computer software such as spreadsheets, database, and word processing.
Ability to operate routine accounting machines such as a calculator, computer terminal, copier, printer, and check signer.

Ability to maintain strict confidentiality.
Ability to communicate effectively, both verbally and in writing.
Regular attendance is a requirement of this job.
Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity. |
Working Conditions |
Position requires a great deal of coordination with internal and external constituents. Extended hours during peak periods, fast pace, busy, deadline-driven, high stress conditions. |

HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The
