DESCRIPTION

The Health Sciences Sponsored Project Pre-Award Office (HS SPPO) is expanding its portfolio to include all extramurally funded proposals. Previously focused on NIH, HS SPPO will now oversee submissions for non-profit, for-profit (industry), government, multi-campus, and foreign sponsors. HS SPPO will be responsible for reviewing and submitting approximately 3,500 proposals and progress reports annually, increasing volume from $2.5 billion to $3.9 billion in proposals submitted each year.

Under the general supervision of the Interim Director for HS SPPO, the Senior Contract and Grant Officer is instrumental in facilitating the expansion of Health Sciences' research portfolio. This role is responsible for overseeing all aspects of the proposal submission process for assigned departments, ensuring proposals are accurate, complete, and fully compliant with University of California policies, sponsor guidelines, and applicable regulations.

The Senior Contract and Grant Officer acts as a subject matter expert, providing guidance and support to faculty and staff throughout the proposal development and submission process. This includes advising on compliance requirements, budget preparation, and submission strategies. Additionally, the position requires corresponding and interacting with sponsor contacts on behalf of the university, collaborating with colleagues within HS SPPO and with other central offices, on campus, developing and delivering training sessions, and managing special projects as assigned.

MINIMUM QUALIFICATIONS
  • Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training.

  • Comprehensive knowledge of research administration guidelines for federal sponsors (particularly NIH) and non-federal sponsors supporting research and educational activities, ideally within a university setting.

  • Knowledge of applicable compliance requirements related to human or animal research subjects, research security, data management, financial conflict of interest, and biosafety.

  • Proven ability to manage a significant volume of transactions under strict deadlines.

  • Proficiency in spreadsheet and database software for financial analysis and reporting.

  • Strong organizational, analytical, and communication skills with a customer-service orientation.

  • Knowledge of general accounting principles and fiscal reporting, particularly Uniform Guidance.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $69,500 - $123,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $33.29 - $59.15

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
