The System Charge Master Manager will be responsible for ensuring the integrity of the UNC Health Care System Charge Description Master (CDM) and related processes. This position will lead the Charge Master Support Analyst(s) in conducting ongoing Charge Master activities (reviews, consolidation, revenue routing, etc) to ensure compliance with Federal guidelines. Additionally, the Manager is responsible for ensuring processes are conducted efficiently and in a high quality manner to meet service level agreement (SLA) expectations and regulatory standards for Revenue Integrity. Job Responsibilities 1.Charge Master - Responsible for day-to-day activities related to charge description master (CDM) creation/maintenance and ensuring all charging and coding regulations are followed and compliance is achieved. Assists with charge establishment for new services and departments. Completes network entity CDM consolidation and works closely with them to ensure the tasks are completed accurately and timely. Oversee the maintenance of the cost center assignment table to ensure appropriate revenue mapping. Coordinate/resolve revenue concerns with department management. Oversee and coordinate the update of all HCS fee schedules- including client billing, research and all laboratory related fee schedules. Work cohesively with IT clinical applications staff when completing CDM updates, building new services, and/or new department builds to ensure clinical areas are able to charge for services timely and accurately. Work closely with clinical areas to understand the budget, net revenue change, and labor impacts of proposed CDM changes, as well as, supply chain system operations. Coordinate and oversee the use of other vendor systems to assist with CDM maintenance and knowledge source products. Actively engage Revenue Cycle leaders, Clinical Liaisons, and other team members to proactively identify educational opportunities and to provide education as it pertains to changes in charge practices, in accordance with local/national guidelines. Serve on local and/or system committees, councils, focus groups and work teams associated with advancing the revenue cycle strategy of the health care system upon request. Participate in revenue cycle leadership touchpoint interactions and meetings with affiliate leadership groups upon request of System Director. 2. Job Details
Thorough understanding of CDM build/maintenance. Ability to research complex coding and regulatory requirements in order to understand and analyze payer regulations as well as the impact reimbursement and coding guidelines can have to the CDM. Extensive knowledge of CPT, HCPCS, Revenue Codes, modifiers, billing, regulations and guidelines (Medicare, Medicaid, third-party billing rules, coverage, payment, and compliance) required. Results oriented with the ability to meet deadlines in a fast-paced, dynamic, project-oriented environment, Proficient in time management with superior prioritization skills. Must be self-motivated and detail oriented with strong analytical and critical-thinking skills. Effective verbal and written communication skills with the ability to professional present information to all levels of management. Comprehensive understanding of overall hospital revenue cycle functions.
