HJF is seeking a Program Manager III to oversee a collection of related/integrated projects in support of the Uniformed Services University of the Health Sciences' Center for Deployment Psychology (CDP), which is based in Bethesda, MD. The Program Manager III assists with activities related to CDP's mission, which is to lead the development of a community of culturally mindful and clinically competent providers through the delivery of high-quality training and education, the convening of experts, and the dissemination of research-based treatment and the latest topics in military behavioral health. The Henry M. Jackson Foundation (HJF) provides administrative and management support to the Center. CDP strives to be the central hub for the Military Health System (MHS) in the development and implementation of training and education to clinicians in order to ensure that all service members, veterans, and their families receive quality behavioral healthcare that meets their unique needs.

The Center for Deployment Psychology is seeking an experienced program manager to fill the position of Program Manager III. The incumbent will provide administrative project oversight to maximize the effective use of resources. Oversees budget and accounting, subawards, contracts, and purchasing areas for a portfolio of awards providing expert program management direction. Works on abstract problems and identifies and evaluates fundamental problems for major functional areas through assessment of intangible variables and provides strategic, comprehensive solutions.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Manages a portfolio of programs under the Center for Deployment Psychology umbrella. Provides input on goals and milestones, risks, available resources, and standard operating procedures. Develops budgets, budget justifications, manages pre and post award activities and close out, through applying project management methodology and enforcing best practice standards.
  • Supports and participates in planning, creation and submission of proposals and agreements as requested, ensuring workflow of all necessary documents. Oversees all close-out and reporting requirements per award guidance.
  • Serves as a main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, subawardees, organizational leadership, and project management teams). Establishes and maintains effective working relationships on matters of mutual interest. Tracks and reports on progress and outcomes in the administration of prime awards, subawards, and vendor contracts. Adjusts priorities and resource allocation based on program performance data.
  • Assists with initiation, coordination, and management of subaward agreements between HJF and partner award recipients for selected projects, to include appropriate budgeting, progress reporting, financial oversight, invoicing, and subaward close-out.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Qualifications

Education and Experience

  • Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 9-10 years experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of organizational objectives, the federal budget process, office automation and principles of project management to include the ability to calculate burn rates, manage award procurement, subawards, contracting, and closeout.
  • Experience with Federal Govermnet and Non-Profit Program Management.
  • Solid interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Ability to work independently, use sound judgment in solving problems, and coordinate many complex systems and programs simultaneously.
  • Strong leadership skills, excellent communications, customer/client relationship, and people management skills.
  • Applicants must possess the ability to provide customer service in a culturally sensitive, accessible, and inclusive manner that demonstrates a comprehensive understanding of diversity, equity, and inclusion.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, the Google suite (Drive, Docs, Sheets), and proposal/project tracking.
  • Prior experiences in research, research management, or leading medical research studies strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Work Environment

  • This position will take place primarily in a office setting.

Compensation

  • The annual salary range for this position is $88,600.00-$120,000.00. Actual salary will be determined based on experience, education, etc.
