There is one (1) vacancy in the Facilities and Water Systems Program Unit.
This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
Salary Range:
Facilities Technician II GU 174 ($37.66 - $45.89 Hourly)
Facilities Technician III GU 177 ($43.60 - 53.12 Hourly)

Probationary Period: 12 months
Under general supervision, performs a wide variety of skilled technical duties in Facilities management, construction, installation, maintenance, repair and servicing of sophisticated and complex facilities systems in recycled and potable water; maintaining plants and buildings including painting, plumbing, masonry, repair of electrical systems. Facilities Technicians will also troubleshoot, diagnoses, maintain and repair a wide variety of large, complex heating, ventilating, air conditioning, refrigeration systems coordinate and inspect the work of contractor and performs related duties as assigned. This class is alternately staffed with Facilities Technician III, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications for the higher-level class.
Facilities Technician III requires journey-level knowledge to maintain both the electrical system and process control instrumentation system and associated equipment. Incumbents may also provide work guidance to lower-level staff.
Employees in this class typically report to a Facilities Program Supervisor and may provide technical direction to lower-level Facilities Technicians.
DISTINGUISHING CHARACTERISTICS:
Facilities Technician II is the skilled journey-level class in this class series. Incumbents perform journey-level duties in the area of installation, maintenance and repair of water, recycled water, plumbing masonry, building, paining, electrical systems, maintenance work, HVAC equipment systems and related equipment. All incumbents are qualified to perform preventive, predictive and corrective maintenance of the Agency's equipment and facilities.
Facilities Technician III requires a higher level of knowledge, experience and certification in the preventive, predictive and corrective maintenance of the Agency's equipment, HVAC Systems, and facilities. Incumbents may also provide work guidance to lower-level staff. Assignments vary, and some jobs may require a technician with more specialized knowledge.
Employees in this class typically report to the Facilities Program Supervisor and may provide technical direction to lower-level technicians.

EXAMPLES OF ESSENTIAL FUNCTIONS:

Performs a variety of skilled journey-level duties associated with the facilities construction, installation, maintenance and repair of wastewater, recycled water and compost facilities including plumbing, painting, moving furniture, basic carpentry, masonry, HVAC maintenance, and electrical systems, at times participates in system shutdowns to perform scheduled and emergency maintenance and repairs, and in system startups.
Participates in the department's preventive, predictive, corrective and improvement maintenance program; performs facilities inspections, HVAC system monitoring, and electrical checks.
Performs housekeeping duties in facilities including cleaning and removing waste products, cleaning screens and vents, and performing janitorial tasks.
Repair facilities, equipment, or structures, using tools such as hammers, hoists, saws, drills, wrenches, or equipment such as precision measuring instruments or electrical or electrical testing device.
Assemble, install, or repair office furniture, electrical components, pipe systems, plumbing, and HVAC equipment.
Fabricate or repair plumbing, electrical, HVAC systems, office furniture, and facilities equipment.
Paint or repair roofs, windows, doors, floors, woodwork, plaster, drywall, or other, parts of building structures.
Conducts regular preventive, predictive, and corrective maintenance and inspection of the Agency's HVAC equipment, chilled water systems, boilers, heat exchangers and refrigerated samplers; routinely checks belts, filters, coolants, and lubricants; monitors operation and adjusts control levels of fluid, pressure or temperature in refrigeration and air conditioning systems.
Operates, maintains and repairs the building automation systems (BAS) and building controls for the facilities HVAC and Exhaust systems.
Inspects, services, and performs maintenance for refrigeration, air conditioning and heating equipment and related ducting to locate defects in operation and to make necessary repairs; disassembles various parts and units to restore proper operating condition; replaces and rebuilds motors, compressors, belts, filters and valves.
Makes repairs to low-voltage electrical equipment, appliances, and fixtures; rewires and replaces defective devices and worn parts. Troubleshoot electrical malfunctions making necessary repairs, replacing ballasts, fluorescent tubes, and bulbs.
Installs conduits, wires, and pull boxes for extensions or alterations in industrial electrical systems.
Repairs and installs door locks; adjust or replace door closures; rekey door hardware.
Determines parts and equipment needed for maintenance and repair work; makes oral and written reports for work done; completes basic records, such as work orders, time sheets, requisitions, and accident reports.
Uses lockout/tagout procedures to block electrical sources; reconnects and operates equipment at panel for maintenance purposes; assists Electrical and Instrument Technicians in larger electrical related projects.
Operates boom trucks, forklifts, compressors, cranes, jackhammers, portable and stationary generators, steam cleaners, pneumatic, hydraulic and electric tools, and related tools and equipment.
Plans and lays out jobs from drawings, sketches or verbal instructions; maintains records in the form of plans and specifications for industrial and water works equipment and facilities equipment.
Coordinates activities with other departments.
Requisitions necessary tools, equipment and supplies.
Research new operational methods, techniques and equipment and recommends their application.
Prepares a variety of work reports and records; attends meetings; participates in Agency safety training.

QUALIFICATION GUIDELINES:

TRAINING AND EXPERIENCE:
Graduation from high school or GED equivalent; and three years of experience in facilities; plumbing, masonry, building, painting, electrical, maintenance work, complex heating, ventilating, air conditioning, and refrigeration systems maintenance and repair experience; or an equivalent combination of education, training and experience.
A Facilities Technician II may be considered for advancement to Facilities Technician III after demonstrating proficiency to perform the full range of duties of the latter class; obtaining the specified licenses, certificates, and special requirements of the Facilities Technician II class as described in the established performance criteria.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Facilities Technician II/III
Within 12 months of appointment or promotion and during the course of employment obtain and maintain the following:
CPR and First Aid Certification
Confined Space Certification
Approved and qualified use of Self-Contained Breathing Apparatus (SCBA)
Forklift Certification
Environmental Protection Agency (EPA) Universal 608 certification is required
In some assignments, the incumbent must possess and maintain:
California Class A or B driver's license
Boom Truck Fixed Cab Operator Certification from the National Commission for the Certification of Crane Operators

Within 12 months of hire, promotion, or advancement and during the course of employment obtain and maintain one of the following:

KNOWLEDGE OF:
Practices, methods, techniques, tools and equipment used in the design, fabrication, installation, testing, calibration, maintenance and repair of facilities and mechanical equipment and machinery common to water, wastewater, recycled water and composting facilities.
Shop mathematics applicable to facilities HVAC Systems installation, electrical, plumbing, equipment maintenance and repair.
Tests, tools and practices used in performing all preventative and predictive maintenance on facilities equipment and systems used in a wastewater and water utility infrastructure.

ABILITY TO:
Diagnose and repair a wide variety of facilities equipment, systems and machinery, such as valves, motors, pumps, HVAC equipment, compressed gas and chilled water systems, boilers, heat exchangers, and refrigerated samplers and other equipment common to the water works field.
Use precision and diagnostic instruments to measure required tolerances of HAVC and electrical components.
Diagnose defects and install, repair and maintain ventilating, refrigeration and air conditioning units.
Operate specialized machinery, equipment and tools utilized in the installation and maintenance of ventilation, air conditioning and refrigeration systems.
