Responsibilities

Ready to join NGA's Enterprise Engineering & Architecture Integration and Modernization Division (1) to advance NGA's adoption of Agile at Scale and modernize Systems Engineering processes; (2) to help reimagine Joint Agency Boards and joint engineering and integration processes to deliver Mission capabilities; (3) and to develop technical expertise related to new technologies and services across the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle?

We are looking for a Mid-level Systems Engineer, with hands-on Agile and Scrum Master experience, to join our dynamic, fast paced NEE Joint Agency Engineering & Integration Team. With your hands-on Agile experience and Systems Engineering lifecycle knowledge, you will serve as the Scrum Master to a newly established cross-Divisional Scrum Team working to modernize Systems Engineering processes (e.g., Architecture, Requirements, Risk Management, Schedule Management, Configuration Management) and drive standardized adoption across the Enterprise. You will work closely with your Government Product Owner to facilitate agile team events and processes that deliver value. You also will participate in Tiger Team efforts to establish new Joint Integration Working Groups, where you will stand-up the Jira Backlog and Kanban, help to facilitate Backlog Grooming Sessions for the WG, develop Confluence Sites for team collaboration, partner with Cross-Functional Teams to develop Epics and Features, and work with your NEE Project Leadership to plan and execute WG meetings.

As your primary responsibilities allow, you will have the opportunity to support GEOINT ground modernization activities with multi-Agency touchpoints, participating on Joint Integration Project Teams and working across the Systems Engineering "V". Working with Senior and Expert NEE Systems Engineers, you will provide a variety of systems engineering services, to digitally research, assess, and document impacts to the enterprise architecture, requirements, interfaces, CONOPS, schedule, and test; identify associated costs and risks; develop recommended Courses of Action (COAs); and participate in activities spanning integration, test, and transition.

You will build effective relationships across Government Organizations and Contractor Teams to ensure coordinated enterprise solutions to enhance systems engineering services and to deliver IC missions. Your agile and systems engineering roles ensure enterprise services and organizations work together in an integrated fashion to modernize engineering and integration processes and deliver mission capabilities and solutions.

Duties include (but are not limited to): Working with NEE Project Leadership, Senior System Engineers, and Agile Experts to guide and mentor you,

SCRUM MASTER

    Serve as the Scrum Master to the newly established Epic Development Pathway Scrum Team, working with the Government Product Owner and cross-Division team to modernize enterprise engineering processes (e.g., Requirements, Architecture, Configuration Management, Schedule Management, Enterprise Release Management, Risk Management) and drive the standardized adoption across the enterprise
  • Facilitate Scrum ceremonies (e.g., daily stand-up meetings, sprint planning, sprint review, sprint demo, sprint retrospective)
  • Working with your Government Product Owner, manage the Product Backlog; facilitate Backlog Grooming Sessions
  • Assist Scrum Team members with Epic and Feature development
  • Generate Metric Reports / Views for reporting to Government Leadership
  • Develop / Manage / Maintain the Team's Confluence Site for internal collaboration and external engagement
  • Participate in Team engagements with other organizations to educate and coach them on NGA Enterprise Engineering processes throughout the Epic Development Pathway and assist them on adoption

AGILE SYSTEMS ENGINEER

  • Provide agile and systems engineering expertise to the stand-up of new WGs and Boards focused on Joint Agency engineering & integration to modernize the architecture and deliver mission capabilities
  • Participate in cross-Organization and cross-Agency Tiger Teams to define the roles, responsibilities, concepts, business processes / flows, etc of the new WGs and Boards
  • Lead development of digital workflows and task management (e.g., Jira Kanban and Advanced Roadmaps), digital Portals (e.g., Confluence), and digital Dashboards (Tableau) for the Government Customer to capture team plans of work, provide a cross-Organization information collaboration portal, and visualize analysis results
  • Lead stand-up of the internal Joint Agency Integration Backlog to manage and guide all activities; working with cross-function Integration Teams and Government Product Owners and Business Owners, maintain the Backlog; facilitate WG Backlog Grooming sessions
  • Develop / Manage / Maintain the WG's Confluence Site for internal collaboration and external engagement (1-stop shop portal for Joint Integration)
  • Assist the WG in development of Joint Integration Project Dashboards (Confluence and/or Tableau), for seamless reporting of project status, increased transparency and collaboration, and proactive identification and communication of risks/issues/concerns
  • Generate Metric Reports / Views for reporting to Government Leadership
  • Assist the WG Leads (Contractor and Government) in planning and facilitation of the WG
  • Help facilitate a single point of entry for Mission Partners to engage


Qualifications

Skills and Experience:

Required:

  • Bachelor's degree or higher in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or 6 years of working experience as a Systems Engineer in lieu of degree.
  • A minimum of 6 years of working experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Demonstrated knowledge of the Systems Engineering Lifecycle (e.g., Requirements, Architecture, CONOPS, Integration, Test, Transition, Risk Management, Schedule Management, and/or Engineering Assessments).
  • Demonstrated knowledge and documented work experience as a Scrum Master, successfully 1) facilitating team events and processes; 2) collaborating across agile teams and with government customers, as Product Owners, Business Owners, etc; and 3) mentoring / coaching others on agile.
  • Hands-on experience with Jira and Confluence
    • Stand-up and facilitation of Jira Kanbans and Backlogs
    • Creation of Epics and Features in Jira
    • Use of Jira Advanced Roadmaps
    • Development and maintenance of Confluence sites for team collaboration and as Customer portals
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly.

Desired:

  • Demonstrated knowledge and hands-on experience with Scaled Agile Framework (SAFe)
    • SAFe principles, constructs, practices, terms, roles & associated responsibilities, products / deliverables
    • Team, Agile Release Train, and Solution Train experiences
    • SAFe implementation for Government Customers
  • Scaled Agile Framework (SAFe) certification(s) (Agilist, Scrum Master, Others)
  • Hands-on experience facilitating Working Groups, preferably across multiple organizations and with senior leadership participation
  • Experience briefing customers/clients and working with them closely on a day-to-day basis
  • Familiarity / experience in the field of Geospatial Intelligence (GEOINT)
    • Systems / services across the GEOINT Tasking, Collection, Processing, Exploitation, and Dissemination (TCPD) cycle
    • With NGA and/or its Mission Partners
    • With National, Tactical, Commercial, and/or other Data Providers

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
