Summary

Responsible for administering inspection programs designed to ensure the safety and long-term reliability of Westlake's fixed equipment. This is accomplished through the use of routine monitoring programs, capital upgrades, front line support to maintenance and operations, periodic internal and external inspections, and nondestructive examinations.

This position verifies that the proper procedures and materials are utilized, reviews personnel qualifications and certifications to ensure those performing work on Westlake's fixed equipment are qualified. This position verifies conditions are conducive and acceptable for the performance of quality work in accordance with the applicable codes, specifications, and standards.

Essential Duties and Responsibilities

1. Develop quality control and testing plans for all capital construction activities on new fixed equipment in accordance with recognized codes and standards, such as ASME B31.3, ASME Section VIII Div. 1, etc. Fixed equipment is defined as stationary equipment to include pressure vessels, tanks, hoppers, bins, piping, hangers, structural steel, foundations, furnaces, heaters, boilers, flares, towers, columns, exchanger, etc.

2. Perform inspections as part of the erosion/corrosion monitoring program in accordance with recognized codes and standards, such as API 510, API 570, and API 653. Evaluate corrosion monitoring data, calculate equipment useful life, and establish inspection intervals.

3. Perform Safety Relief Device (SRD) surveys, support maintenance in removal and installation, and monitor the testing and repairs of SRD's. SRD's are defined as safety relief valves, safety valves, relief valves, pressure/vacuum vents, rupture disks, flame arrestors, vent valves, and other mechanical devices designed to prevent over pressure and/or vacuum protection of equipment.

4. Perform internal and external inspections of new or modified fixed equipment, maintain inspection and tests records, and monitor the testing, alteration, and repairs of fixed equipment.

5. Perform (or coordinate utilizing 3rd party) routine shop inspection of new or modified fixed equipment.

6. Participate in the evaluation of NDE service providers. Schedule, coordinate, monitor, witness and evaluate NDE and other testing activities to include pressure testing, material verification, etc.

7. Determine NDE, pressure testing, and other tests required to ensure quality of maintenance and new capital construction activities.

8. Provide input for, participate in the development of, and maintain inspection plans to support onstream inspection as well as routine maintenance, construction, and turnaround activities. Participate in planning of repairs and alterations of equipment. Approve execution of such repairs or alterations.

9. Provide inspection documentation as required by the scope of work and the applicable codes, standards and specifications. This includes turnaround reports, project inspection summaries, turnover documentation or other documentation as applicable.

10. Coordinate regulatory required inspection activities to include: boiler certificate inspections and floating roof seal inspections.

11. Conduct and/or coordinate welding inspection activities and maintain documentation in accordance with applicable codes, standards, and specifications.

12. Compile baseline inspection data (thickness readings, internals, etc.) as required for equipment history files.

13. Participate in audits and evaluate outside fixed equipment shop fabrication capabilities.

14. Write notifications in SAP for work identified by inspection activities and track to completion.

15. Assist in determining key measures of the fixed equipment predictive maintenance program.

others. Promptly report Safety, Health or Environmental issues or incidents to management.

Minimum Qualifications

* A current, valid Transportation Worker Identification Credential (TWIC) card is required.

* High School Diploma, GED, or equivalent.

* 5 -7 years minimum inspection experience of refining / petrochemical industry fixed equipment.

* Certification in one or more of the following but must have a minimum of AWS-CWI:

AWS-CWI, American Welding Society Certification for Welding Inspectors

API 510, American Petroleum Institute, Pressure Vessel Inspection Code

API 570, American Petroleum Institute, Piping Inspection Code
