Procurement Manager
Pasadena, TX The Procurement Manager has responsibility for purchasing, strategic sourcing and vendor management for a fast-growing organization in a niche industry with multiple business lines and locations across the United States. This role requires a close working relationship with operations leaders and field teams, and the senior leadership team; management of a team of professionals; and interaction with Operations, Contracts Administration, Legal, Financial Planning & Analysis, Accounting and Business Development. The Procurement Manager will be responsible for designing and implementing robust procurement policies, processes & tools and will serve as a key member of the Finance organization.
Job Duties & Responsibilities:
- Responsibility over company-wide procurement, strategic sourcing and vendor management including comprehensive analysis of cost / purchasing data to support project execution and Business Development
- Develop and execute on overall procurement vision collaboratively with key Operations and Finance leaders
- Design and implement company-wide policies to support a centralized procurement function with appropriate process controls in place
- Day-to-day responsibility for a team of Procurement Specialists and support staff
- Partner with Operations to manage The Company's vehicle and equipment fleet. To include fleet management cycle, identifying priorities/improvements and measuring performance indicators
- Review spend across expense categories from project spend to OpEx to Corporate purchasing and CapEx including equipment and vehicles with focus on financial cost efficiencies and internal controls
- Proactively collaborate with business partners and stakeholders to drive competitive bids and contract negotiation with suppliers; develop negotiation approaches, fallback positions and acceptable terms and conditions through contract tenure
- Review existing contracts, understand business requirements, and develop guidelines / design standard vendor contract protocols
- Identify key indicators to measure vendor performance and understanding of key drivers of spend and risks
- Proactively work to resolve performance issues with suppliers to ensure effective and timely resolution
- Lead the creation of a vendor life-cycle strategy to oversee planning, sourcing and selection of new vendors, manage data for vendor performance and manage vendor off-boarding and transition
- Ability to work closely with key stakeholders to make strategic CapEx decisions as well as support Total Cost of Ownership (TCO) and "lease versus buy" analyses
- Support the Business Development and Finance teams with special projects, as needed
Preferred Job Qualifications:
- Bachelor's Degree in Supply Chain, Purchasing, Operations, Business Administration, Engineering or related field
- 5+ years of strategic sourcing, experience, managing indirect spend in a complex environment
- 1+ years in a managerial leadership position
- Procurement certifications such as CIPS, CPSM, CSCP (PMP certification is desired)
Minimum Job Qualifications:
- 18 years or older and legally able to work in the U.S.
- Stable work history with good references from past employers
- Pass a drug and alcohol, physical, and background checks
- Speak fluent English
- PSC is a veteran-friendly company. Previous military experience and proven ability to follow procedures is a plus.
