Overview SCCI is currently seeking a highly motivated Proposal Writer to join our team in support of pursuing multiple Government contracts and task orders. The successful candidate will review and develop proposals as well as manage proposal development activities. This position will support complex proposals and be involved in bid no/go discussions and criteria, gathering information, obtaining approval, and managing all deadlines related to the proposal. This position is highly visible and will work closely with executive leadership, business development and capture personnel, and operations management. This position is located in Dahlgren, VA. Responsibilities: The Proposal Manager will be primarily responsible for managing proposals in support of our business growth objectives, strategic initiatives, and service offerings. This position will also be responsible for tracking all proposals and contracts awarded which includes:
- Ensuring compliance with applicable federal regulations as well as RFP terms and conditions
- Developing proposal inputs by assembling information including project implementation, writing assignments for internal and external resources, methods, staffing, budget, standards of performance, and evaluation
- Analyzing Request for Proposal (RFP) requirements, preparing compliance/capabilities matrices, milestone schedules, outlines, and cross references matrices to meet proposal requirements
- Manages proposal development to integrate daily work assignments, develop project schedules, budgets, and plans, and manage personnel, finances, and facilities to achieve the proposal objectives.
- Meet proposal deadline by establishing priorities and target dates for information gathering writing, review, and approval
- Enter and monitor tracking data for proposal status during all stages
- Coordinate requirements with contributors and contribute proposal status information to review meetings
- Create and coordinate data calls to be sent and received from teammates and partners
- Submit solicitation amendments to proposal team and partners
- Gather proposal information by identifying sources of information, coordinating submissions and collections, and identifying and communicating risks associated with proposals
- Support BD process status meetings, milestone team reviews, and solution development activities
- Obtain approvals by reviewing proposal with company stakeholders
- Improve proposal writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing changes
- Continually update job knowledge by participating in educational opportunities and maintaining personal networks
- Manage the successful development of technical, schedule, and cost performance requirements throughout the proposal development process
- Supervise and meet with proposal team personnel to discuss challenges, improvements, and company news
- Provide updates to management on proposal submission status
- Lead debrief assessments to discuss and analyze recent wins and losses. This includes development of presentation materials.
- Manages external proposal resources such as Graphic Artists and Proposal Writers
- Coordinate and participate in meetings with potential partners
- Contribute to the organization of the past performance library
- Create compliance matrices/crosswalks to ensure compliance for all requirements of an RFP or other solicitation are met and all information required under any applicable law, regulation, and/or other protocol is furnished
- Attend relevant industry day conferences, engage with procurement staff and gather/validate opportunity details
- Manage and allocate proposal support resources to meet the proposal team's workload of proposal activities.
Essential Skills and Experience:
- Must be a U.S. Citizen and have the ability to obtain and maintain an Active Secret Security Clearance
- Bachelor's degree in an associated discipline.
- At least five (5) years of experience responding to Federal Government Requests for Proposals (RFP) responses (RFP release, submittal, and contract award)
- Project management skills including clear communication, effective leadership, and interpersonal skills
- Ability to manage multiple efforts at one time
- Must be able to create technical content specific to the contract needs
- Ability to make sound business decisions
- Ability to work under pressure and meet deadlines
Preferred Skills and Qualifications:
- Graphic Design skills
- Association of Proposal Management Professionals (APMP) Certification
- At least three (3) years of experience in a supervisory or project manager position
