Role Description:

The Business Analyst, Facilities, is responsible for the business operations for the Facilities Department. The incumbent develops and maintains strategic plans and initiatives to achieve business performance goals. Accountable for annual business planning, budget planning, expense analysis and for developing strategic planning for the Facilities Department. Contracting Officer's Technical Representative (COTR) for multiple Facilities goods & services contracts. Manages the administrative processes, functions, and activities in the Department in areas which include human resources management, procurement, budget administration, policy and procedural interpretation and implementation, and organizational development.



Essential Duties & Responsibilities:


  • Assists in creating and executing long-term strategic plans and objectives to drive business results.
  • Develops and implements departmental administrative policies and procedures, collaborates with the Chief Financial Officer's team on budgets, and maintains the department's policy and procedures manual.
  • Coordinates and compiles various departmental reports, such as financial summaries, time/attendance records, vacancy data, and credit card transactions.
  • Manages requisitions, procurement of goods and services, timely invoice payments, orders supply like employee uniforms and safety equipment, oversees purchase order balances, and reconciles credit card expenses
  • Assists in designing, implementing, and monitoring data storage, retrieval systems, and records management, including setting employee goals and performance management.
  • Coordinates and schedules internal management meetings and maintains the facilities events and boardroom calendar.
  • Develops and assesses procedures to prevent waste, loss or misuse of assets in facilities, perform departmental reviews to evaluate strengths, weaknesses, and opportunities, and recommends improvements to enhance performance.
  • Acts as a liaison between the Director of Facilities Management and other departments such as Human Capital Management, Finance, Procurement, IT, and Fleet Management
  • Responsible for annual budget planning, expense analysis, and continuity with multiple departments and/or department analysts, and for developing strategic planning
  • Monitors and coordinates vendor services for administrative contracts (e.g., printing, food services, waste management), develop Statements of Work (SOW), contributes to requests for proposals, and acts as Contracting Officer's Technical Representative (COTR) for Facilities goods & services contracts.
  • Studies legacy systems to understand business and functional requirements and develops program documentation and Standard Operating Procedures (SOPs).

Key Working Relationships: Interacts with employees in the department and throughout the Authority, vendors, outside agencies and organizations, etc.

Required Skills & Qualifications



Required Experience:
Three (3) to five (5) years of progressive experience related to providing administrative and/or business operations, facilities management budget management, data analysis, and project management
Minimum Education Requirements:
Bachelor's degree in business or related field from an accredited university or college.
Required Skills:
Knowledge of analytical, planning, budget and project management tools.
Communication skills (oral and written)
Analytical and problem-solving skills
Must be able to use various software packages including Oracle ERP, Maximo , PowerBI, SharePoint, Excel and Word to manage the operating budget , procurement of goods and services, initiating and processing personnel action requests etc..
Must be available to work during DC Water emergency situations (Essential logistics support)
