The Space and Intelligence Division provides engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge technologies and capabilities to meet those needs.

The Space and Intelligence Division (SID)'s Intelligence Programs Group (IPG) provides outstanding support to our nation's most important Intelligence Community customers. SID/IPG has an immediate need for highly qualified Earned Value Management (EVM) Specialists to work daily on a customer site in Chantilly, Virginia. Some local short-term travel may be required.



Responsibilities

Earned Value Management Specialists provide expert-level support to senior executives in a government front office to help them address their roles and responsibilities accurately, responsively, and in a timely manner. Shall be highly knowledgeable in cost and financial aspects of designing, developing, building, deploying, and operating significant and complex intelligence collection platforms. Shall be prepared to provide support in a dynamic operational environment with short turnaround cycle times and often involving complex issues, concepts, and processes. Must be able to perform with excellence in support of the following activities:

    Analyze and interpret EVM reports containing technical, schedule, and cost performance data.
  • Review, develop, and evaluate Estimates at Completion (EACs) using EVM methodologies.
  • Contribute, establish, and evolve program and project EVM data.
  • Transfer program and project data into a central repository.
  • Organize and provide oversight to EVM methodologies during baseline reviews.
  • Develop and deliver monthly program and project status updates.
  • Provide training and guidance on the interpretation and application of EVM techniques, regulations, policies, and procedures.
  • Originate, review, contribute, annotate, and revise correspondence, presentations, and briefings.


Qualifications

Required:

  • TS/SCI with CI Poly clearance
  • Master's degree in a STEM or economic/financial discipline or a Bachelor's degree in a similar discipline with at least 8 years of related experience
  • Minimum 10 years of working experience in government or industry in relevant work areas including: DoD/IC EVM support processes, front office operations, or similar commercial or private industry environments
  • Demonstrated domain expertise in a relevant discipline, such as financial management, DoD Planning, Programming, Budgeting, and Execution System (PPBES), economics, accounting, program control, cost estimating, cost analysis
  • Excellent oral and written communication skills

Desired:

  • Additional training or certifications in cost, budget, or financial topics related to space systems
  • 15+ years of relevant experience in an Intelligence Community organization's front office
  • Domain knowledge of DoD acquisition processes
  • Domain knowledge of federal budgeting and planning process
  • Domain knowledge of DoD financial and budgeting management tools and techniques
  • Advanced proficiency in MS Office Suite applications
