Location: Blackburn Center

Schedule: Monday-Friday 8:00am-5:00pm

Salary starts at: $136k and increases with professional experience & licensure.

MINIMUM QUALIFICATIONS:



  • BS in Pharmacy from an accredited pharmacy school is required.
  • Doctor of Pharmacy preferred.
  • Must be eligible for licensure in the State of Oregon.
  • PGY-1 residency training, or equivalent training or experience, is preferred.
  • Contemporary Ambulatory Pharmacy medication management and retail pharmacy operation management skills preferred.
  • Must meet CCC privileging requirement as required by FTCA.
  • Current CPR/BLS certification prior to start.
  • Available to work during standard clinic hours.
  • Bilingual preferred.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988.An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol. Must pass a pre-employment drug screen, TB test, and DHS background check.
  • Must possess a current driver's license, access to a vehicle, and qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of one-hundred thousand/three-hundred thousand in personal auto liability coverage. Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Operations Manager Duties:



  • 50% of time will be allotted to Business and Operations Management, and 50% of time is allotted to practicing as a pharmacist.
  • Assist the Director of Pharmacy and Primary Care in developing and managing the CCC Pharmacy budget.
  • Perform reconciliation of sales, charges, and co-pays at appropriate intervals, perform inventory management, and complete audits as necessary.
  • Perform Pharmacist in Charge (PIC) Responsibilities
  • Ensure compliance with all PIC regulatory requirements listed in OAR 855-019-0300.
  • Oversee and reconcile billing processes associated with pharmacy contracts that are conducted outside of the CCC Billing Office.
  • Provide financial and market analysis to assist in financial planning and business development programs with regard to 340B and pharmacy operations.
  • Review financial results regularly and ensure that financial results meet or exceed adopted budgets; with oversight by the Director of Pharmacy, develop and execute plans to improve CCC Pharmacy's financial performance as needed.
  • Assist the Senior Director of Pharmacy & Primary Care in evaluating, negotiating, and auditing contracts with regard to Pharmacy Benefit Managers (PBMs), drug procurement, new technology, and needed contract arrangements and services.
  • Develop and maintain systems to ensure compliance with 340B, Oregon Prescription Drug Monitoring Program, and other pharmacy regulations, licensures, credentials, and contractual stipulations.
  • Oversee pharmacy staff scheduling and payroll.
  • Communicate policy/procedure changes and/or updates to pharmacy staff as necessary.
  • Ensure the pharmacy technicians/interns are adequately trained to assure accurate order entry, preparation, and proper technique.
  • Supervise and train pharmacists/interns to ensure accuracy and efficiency in the provision of client care.
  • Monitor staff performance and provide constructive feedback as well as performance evaluations.
  • Work independently, set priorities, make critical decisions, and respond to staff concerns.
  • Support the initiatives/priorities of the primary practice site.
  • Develop, implement, and evaluate key performance indicators within the pharmacy and primary practice site



Pharmacist Duties:



  • Review medication orders for appropriateness and accuracy including contraindications, allergies, dose, route, frequency, duplicate therapy and formulary status.
  • Prepare and dispense medication orders per prescriber requirements according to established policies, procedures, and protocols.
  • Supervise and train pharmacy interns and externs. May serve as a preceptor for the intern or extern as outlined by the State Board of Pharmacy.
  • Supervise and train pharmacy technicians to ensure accurate order entry, preparation, and proper technique.
  • Contributes to and continually builds a positive work environment. Maintains a positive attitude towards co-workers and patients alike.
  • Effectively communicates with all staff including but not limited to technicians, other Pharmacists, Technician Operations Manager, , Director of Pharmacy, any other clinic staff, etc. regarding but not limited to current projects, workflow improvement strategies, and overall pharmacy systems management.
  • Participate in the development of drug protocols and clinical pathways.
  • Complete Quality Assurance auditing as required for prescriptive authority.
  • Ensure safe, appropriate, cost-effective medication therapies for patients according to the established laws, rules, policies, procedures, and protocols.
  • Contribute to the quality and effective operation of the department.
  • Provide in-service training to pharmacy and clinic staff as appropriate.
  • Research and evaluate professional literature in response to questions and requests. Provide pharmacy consultation to providers and other healthcare professionals when requested or appropriate (e.g. cost-effective drug alternatives).
  • Provide evidence of continued competence to practice pharmacy.
  • Report adverse drug reactions, drug defects, and medication errors according to procedure.
  • Ensure clinical privileging requirements are met for all direct reports pursuant to CCC's Privileging Policy.
  • Assume responsibility for all aspects of pharmacy operations including inventory, personnel, and security. The individual responsibilities are shared equally by all pharmacists.
  • Access, input, and retrieve information from the computer.
  • Provide good customer service.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Attend all mandatory CCC trainings in a timely manner.
  • Perform other duties as assigned.
