The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA has an immediate need for a Technical Program Analyst - Cybersecurity at the Washington DC Navy Yard.

Responsibilities

The Cybersecurity Analyst will provide analytic and management analysis support to undersea platform acquisition activities, providing direct support to the Cybersecurity SIT Lead of the COLUMBIA Class Program Office. The analyst will apply familiarity with Navy and/or Industry Standard Cybersecurity requirements with experience executing Risk Management Framework, performing cyber test & evaluation, or developing or implementing DoD cyber policies. Responsibilities may include:

    Provide technical expertise in cybersecurity engineering as it relates to design, deployment, integration, testing and implementation on/for Navy systems.
  • Facilitate timely decisions in the review and adjudication of all design products and written correspondence by the appropriate NAVSEA and government technical stakeholders.
  • Establish and manage Cybersecurity commitments including tracking, status reporting and participation in weekly commitment meetings and other applicable meetings required to support Cybersecurity SIT Lead.

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, D.C. Pay Transparency Range: $90-$120k. This position is full-time at the Washington DC Navy Yard.



Qualifications

Required Qualifications:

  • Bachelor's Degree in technical or management field with a focus on cybersecurity
  • 1+ years in program analysis, preferably on DoD acquisition programs
  • Experience with cybersecurity requirements, DoD Risk Management Framework, and implementing DoD cyber policies
  • Proficient in using Microsoft Excel to analyze and represent data for engineering or project management efforts
  • Proficient in using Microsoft Office, including Word and PowerPoint, to communicate to decision makers
  • Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment

Additional Desired, but not required, Qualifications:

  • Experience working on submarine or undersea related programs
  • Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning
  • DoD Approved 8570 Baseline Certification at IAT Level II, IAM Level II, or higher desired
