Summary

The Engineering Manager leads and directs experienced professionals and supervisors of groups of multi-discipline project teams developing solutions in support of the Air Force Research Laboratory at Wright-Patterson AFB, OH. The engineering manager must possess extensive knowledge of engineering and associated principles. The engineering manager is responsible for all projects associated with the Warfighter contract, including simulation systems spanning multiple military disciplines such as combat aircraft, ground-based command and control stations, and medical training. Exerts influence in the development of overall objectives and operational plans of the contract. Frequent contacts with program manager and customer representatives concerning projects, operational decisions, scheduling requirements, contractual clarifications, talent development and retention.

  • Provide technical guidance and leadership to engineering staff
  • Maintain proper staffing levels and expertise to meet contract objectives
  • Manage contract programs in accordance with company policies, customer priorities and budget constraints
  • Experience with military aircraft, military operations, and combat scenarios
  • Modeling and simulation experience utilizing distributed training techniques a plus
  • Facilitate business growth serving as proposal reviewer/approver and engaging in all critical program gate reviews
  • Manage and/or develop budgets for contract task orders, including operating requirements, training, equipment and material purchases
  • Provide technical oversight and assistance to task order personnel as required
  • Work with other discipline managers to improve engineering processes
  • Accomplishes results through subordinate supervisors and specialist employees
  • Meets functional requirements of staffing, training, talent development, engagement, retention and overall management of contract execution
  • Reviews status of engineering projects and budgets; manages schedules and prepares status reports
  • Act as an advisor to subordinate supervisors or staff members to meet schedules or resolve technical or operational problems
  • Contribute to the development of overall objectives and operational plans for the contract, working with peer managers as well as customer representatives concerning projects, operational decisions, scheduling requirements, contractual clarifications, talent development and retention
  • Influence others on job function's views or practices and agree/accept new concepts, practices, and approaches
  • Communicate with executive leadership regarding matters of significant importance to the contract
  • Prepare and deliver technical presentations to management and customers
  • Monitor individual performance and prepare formal performance appraisal reports
  • Remain abreast of state-of-the-art technology advancement; identifying disruptive or emerging technology trends for inclusion in program opportunities or product improvements
  • Review and approve formal documentation for release in accordance with internal standards
  • Ensures quality through team adherence to the quality manuals and standard work instructions and other internal or contractual standards
  • Demonstrated skills and abilities needed to coordinate, facilitate, and participate in a collaborative approach to the completion of tasks or assignments
  • Advanced level of technical engineering skill/knowledge and the ability to keep up with current developments and trends in areas of expertise
  • Proven capability to solve technical problems while meeting the needs of the customer
  • Occasional domestic and/or international travel - 10%

Qualifications and Education Requirements

Education:

  • Bachelor's Degree in Computer Science, Computer Engineering, or related field and a minimum of 10 years experience leading/managing technical programs, OR, 8 years with a Master's degree

Skills and Experience:

  • 10+ years experience in management and leadership leading full lifecycle engineering developments, including executing performance appraisals, managing staffing allocation, and career development
  • 10+ years experience with Waterfall, Agile, TDD, and Model Based development
  • Must be a U.S. citizen, non-citizens will not be considered

Preferred Skills

  • TS/SCI preferred
  • Demonstrated ability to deliver and sustain measurable results
  • Experience as a SW, HW, or Systems lead on a program
  • 8+ years of cross-disciplinary experience in two or more of Mechanical, Electrical, Software, Systems, Cyber, or Manufacturing Engineering
  • Self-starter; problem solver; customer focused
  • Ability to clearly and succinctly convey information and ideas, including strong executive communication and presentation skills
  • High expectations for continuous improvement and sustained excellence for self and team members
  • Control Account Management (CAM) experience
  • Experience working as an IPT lead or in a matrix organization

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.
  • Active Top Secret or TS/SCI Clearance Preferred
  • Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
