Great Hill Solutionsis seeking a highly motivatedProgram Analyst who willserve as a Security Cooperation (SC) planner, developing annual and long-term SC strategies and strategic plans. The individual will facilitate USINDOPACOM (IPCOM) development of concepts and design of comprehensive programs of Title 10 activity to encourage and enable international partners play security roles that support U.S. objectives. The candidate will provide analysis of security partner capacity, political environments and provide judgments and recommendations to DOD leaders about likely impact of proposed SC investments. Additionally, the candidate will lead SC program design concepts and plans that integrate a wide variety of DOD activities.

Responsibilities include but are not limited to:



  • Draw on a deep understanding of planning frameworks and processes at the IPCOM and U.S. country teams, develop SC strategies and strategic plans, including Program Objective Management (POM) goals and resource targets, for Title 10 resources and programs under DSCA responsibility.
  • Ensure strategies and plans address desired outcomes consistent with United States Government (USG) under DOD strategic guidance, IPCOM theater and country plans, and are complementary to interagency partner engagement strategies and plans.
  • Ensure strategies and plans are achievable and are consistent with foreign partner strategic outlook and political, economic, and social contexts, and overall absorptive capacity.
  • Provide assistance with periodic departmental and interagency meetings, briefings, strategic reviews and coordination events.
  • Support program implementation feasibility, reviews and prioritization efforts for global SC planning orders. Assist with the development and coordination of program plans with inter and intra agency stakeholders.
  • Provide analysis and recommendations to DOD policy organizations regarding SC guidance and planning affecting Title 10 SC programs and resources.
  • Engage early and often in the IPCOM planning process to enable the development of clear country-level SC goals in the context of Title 10 SC resources. Facilitate consistency with DOD global, regional, and country-level strategies and plans. Guide GCCs in the development of comprehensive sets of Title 10 SC program plans involving senior-level engagements, conferences and seminars, advising, education, training, equipping, military unit engagements, exercises, exchanges and other Title 10 SC tools to encourage and enable international partners.
  • Responsible for integrating performance and impact management plan monitoring and evaluation factors into program design. Review and provide analysis of Title 10 SC program plans to ensure that program design is consistent with SC best practices, legal restrictions and other issues that might affect implementation and the achievement of desired outcomes.
  • Support the translation of SC plans into DOD activities at the implementation level, including senior-level engagements, conferences and seminars, advising, education, training, equipping, military unit engagements, exercises, exchanges and other Title 10 SC requirements.
  • Work with other DOD organizations with SC tools to identify appropriate Title 10 SC activities 10 incorporate into program design, including senior-level engagements, conferences and seminars, advising, education, training, equipping, military unit engagements, exercises and exchanges.
  • Maintain a close relationship with Departments of State (DOS), Department of Justice (DOJ), and Department of Homeland Security* (DHS) elements responsible for partner engagement to understand regional and country level strategies and plans of these organizations.
  • Responsible to liaise as necessary to ensure DSCA equities and concerns are addressed in policy guidance and to maintain connection between the DOD SC policy and guidance.
  • Provide subject matter expertise (SME) and support to Title 10 and Title 22 programs and authorities that are relevant to DSCA activities.
  • Provide advice and recommendations to DOD and interagency organizations responsible for educating and training USG and international personnel involved in the strategy, planning and program design of SC activities, including the Defense Institute for SC studies.
  • Maintain continuous liaison with policy and program management staffs of the Military Departments, the COCOMs, the Joint Staff and other Office of the Secretary of Defense (OSD)SD offices, the Office of the General Counsel (OGC), the DOS, DOJ, DHS, and other agencies relevant to Title 10 SC activity and program issues.


Requirements and Qualifications



  • Active Secret Clearance
  • Bachelor's degree required in a related field of study.
  • Three (3) years of work experience (sometime within the last five (5) years) related to an understanding Security Cooperation (SC) planner, developing annual and long-term
    SC strategies and strategic plans, facilitating USINDOPACOM (IPCOM) development and its related fields of logistics, security cooperation authorities and planning processes, military education and training, and current security cooperation database management tools, are prerequisites of the position.
  • Advanced experience in program management, project lead, and/or process improvements is a capability above threshold minimum requirements.
  • General Skills required: The positions require personnel with strong computer, analytical skills, and the ability to research and communicate effectively in writing.
  • Computer Skills required: Proficient in MS Office Suite applications Outlook, Word, Excel, and PowerPoint; proficiency with Excel to perform data evaluation, formulas, analytics, and spreadsheets. Must be able to transfer presentation graphics from Excel into PowerPoint or Word.
