Summary/Objective A Project Manager III (PM3) is an exempt position. A PM3 can manage any AST field test program and is expected to fulfill all duties of a PM2. A PM3 conducts training for Project Scientists using standard AST training materials and guidance provided by Talent Development. Essential Functions
- This position reports directly to the OM and performs the duties they are assigned.
- A PM3 may be required to fill in for the Operations Coordinator or OM as needed.
- Continued support of OM's use of Salesforce by adding to the client information and contact base in Salesforce via relationships developed as a Project Manager with a focus on increasing future opportunities with your client base.
- Conducts on-site field testing - Proven competencies with all facets of stack sampling methodologies through standardized written and practical exams.
- Conducts preliminary site visits as needed and participates in pre-test client/regulatory meeting as required.
- Performs field safety and quality inspections.
- Exhibits appropriate leadership to ensure the success of a project when on site. This may include serving as the project lead, as a team member or in a field inspection role.
- Follow current standards, codes, and procedures regarding safe and effective use of equipment maintenance programs and other policies as required.
- Train Project Scientists as well as Project Managers 1 and 2 on field procedures, test methods, calibrations, etc. using standardized training materials and guidance provided by Talent Development.
- Train Project Scientist 3 to assist promotion to Project Manager 1 through cross-training and working with guidance from Talent Development
- Safety and DOT Compliance:
- Successfully adheres to the Health and Safety Program Manual and ensures that team members under supervision also comply.
- Ensures that team members under supervision comply with all DOT requirements including proper ELD use.
- Has good driving records with Alliance vehicles with all ELD records up to date.
- Demonstrates ability to work safely in the office and field.
- Leads toolbox, job hazard analysis, emergency action plan, and other safety meetings.
- Chooses and oversees the use of the proper PPE for the task at hand and ensure that team members are using it.
- Interacts with clients to understand specific safety issues at their jobsite.
- Lab and Warehouse Responsibilities
- Consistently demonstrates good supervisory ability to keep personnel productive.
- Completes assigned tasks then picks up work area upon completion and supervises Project Scientists to do the same.
- Supervises and reviews equipment calibrations for pitots, control modules and nozzles.
- Ensures that all pitots and control modules on the mobile lab on site have a current calibration.
- Responsible and held accountable that all equipment required for the project is on the mobile testing unit when it arrives on site.
- Ensures standard loadouts are maintained on all office-assigned mobile laboratories.
- Routinely checks out CEMS and data acquisition system before departure to job site to ensure all in working order.
- Collaborates with Talent Development to provide standardized training of field personnel for test methods and procedures.
- Ensures clean sampling equipment and mobile laboratories prior to arrival on client job sites.
- Performs equipment maintenance as trained to do so.
- Delegation of tasks to Project Scientists and follows up to ensure completion.
- Field Responsibilities
- Preparation of the test team for the scope of work prior to mobilization. This includes:
- Contacts the Operations Manager or Client Account Manager (CAM) for a pre-job briefing.
- Reviews field templates, chain(s) of custody, and sample labels prior to mobilization and confirm completeness for project.
- Ensures that all equipment required for the project is on the ML when it arrives on site. This includes ensuring that standard and project specific gear is packed and that the truck and ML arrive in a clean and orderly condition.
- Contacts client prior to mobilization to confirm testing events and schedule. Informs client of expected arrival time at plant.
- Demonstrates effective and consistent leadership of field teams by effectively multitasking and delegating responsibilities to manage large and complex projects.
- Identifies potential issues with process operation and test methodology that would force a deviation from the test.
- Ensure that proper preliminary data is collected, sample systems are properly set up, and the process is in test condition.
- Ensures that a cyclonic flow traverse is conducted on all projects that require flow rate measurement prior to testing.
- Provides oversight of console and CEM operators and training on advanced methods.
- Manages sample collection, COC use, and shipments.
- Effectively communicates and interacts with clients, regulators, and field team.
- Collect and upload required plant process data for project.
- Serves as the company's in-field representative to interface with clients and regulatory personnel.
- Ensure quality data collection and submittal by required deadlines.
- Reviews and uploads data to the secure AST server each test day.
- Completion of the Daily Activities Summary (DAS) daily.
- Ensures that field team time is entered into timekeeping system daily.
- Update ATLAS with project information, including data submittal dates.
- Timesheets and Expenses
- Consistently meets expectations for timeliness for in-field projects and office work responsibilities.
- Shows consistent ability to submit time sheets on time without errors.
- Shows consistent ability to submit expense reports on a weekly schedule, appropriately coded without errors and following Alliance expense policies.
- Uses Sound Judgment to Minimize Expenses in the field and office.
- Ensure that field team members properly fill out and submit time sheets and expense reports.
Required Qualifications
- Has managed at least 200 projects encompassing both wet chemistry and instrumental methods, including multi-source/multi-method types.
- Is at a minimum, a QI in both Groups 1 & 3 and either 2 or 4.
- Establishes and maintains effective client relationships.

- Advanced knowledge of Federal and State regulations, and performance standards pertaining to emissions testing.

- Must be able to travel (up to 80%) and maintain a valid driver's license.

Work Environment This job operates primarily in the field outdoors in industrial environments. Physical Requirements Must be able to meet certain physical demands such as:
- Consistent standing or walking
- Consistent bending, crouching, or stooping
- Frequent lifting of objects weighing up to fifty pounds
- Climbing ladders and/or stairs
- Use of tools or equipment requiring a high degree of dexterity
- Ability to distinguish between shades of color
- Ability to operate an Aerial Lift from the platform or deck
- Ability and Willingness to work at elevated heights on stack platforms up to three hundred feet
