Basic Function

This position has responsibility of process design and engineering support for the legacy site Utility units that will continue post closure. The future incumbent will play an important role in ensuring a smooth transition following the cessation of processing crude oil and overseeing our Oil Movements, Wastewater and Utilities operations. The Process Engineer will monitor and support key unit parameters, support PHA reviews, MOC packages, and unit testing requirements.

Roles & Responsibilities

  • Facilitating the utility solutions for site infrastructure and contract negotiation as required
  • Prepare necessary MOC packages and facilitate the PSSR process for the associated PHAs
  • Validating existing infrastructure design requirements and execution strategy for assigned units
  • Technical support for legacy equipment decommissioning and clearing including OSBL piping, tanks, and catalyst removal
  • Assist Operations in developing Commissioning and Start-Up Procedures
  • Support DCS/SIS Design for control loop performance
  • Complete Maintenance Start-up and Shutdown (MSS) Calculations for all activities up to and including start-up
  • Provide necessary technical information to assist the environmental team with permit authorization and reporting data
  • Provide technical expertise in Process Safety Management activities which could include Alarm Management, PHA, PSI, MOC, Safety Critical Equipment/Variables, Incident Investigations, and work processes
  • Leads efforts to develop initial scope of work for turnarounds
  • Engages in high impact issues and opportunities in area of technology expertise.
  • Defines and monitors safe operating limits as part of the unit PHA and operator equipment envelopes.
  • Provide design that meets or exceed current engineering standards and best practices
  • Provide expertise on the site's ability to provide additional utility resources across multi new plants/units
  • Support engineering design for EPC, LYB Global projects, and HRO engineering teams for new capital projects
  • Assist with technical information requests on existing HRO assets for global project engineering support

Min. Qualifications

  • Bachelor of Science in Chemical Engineering
  • Minimum 10years' experience in refining or chemical manufacturing
  • The ability to work in diverse disciplined groups in order to execute both capital and expense projects
  • Candidates must have excellent organization skills, ethics, teamwork, and communication skills with a result-oriented commitment
  • Innovative thinking to solve complex process issues

Preferred Qualifications

  • Experience in supporting Utilities and Infrastructure units
  • Minimum 15 years' experience in refining or chemical manufacturing
