ABOUT THE OPPORTUNITY:

Hiring Range: $101,000 - $120,000

The Proposal Manager has responsibility for partnering cross-functionally to drive the process for and development of high quality compliant, compelling, competitive, and winning proposals in the best interest of Performant. We offer technology-enabled audit, eligibility and recovery solutions designed to help government and commercial health plans enhance revenue and contain costs by identifying, preventing, and recovering waste, improper payments and defaulted assets. Performant is a leading provider of these services in several markets, including Medicare, Medicaid and commercial lines for national payers, regional payers and Blues plans. This position leads proposal lifecycle activities, develops infrastructure and tools aimed at increasing efficiency and quality of the process and end product, as well as leads and contributes to various projects in support of the company's marketing, business development and sales initiatives.

Key Responsibilities to include:

  • Assembling and leading cross-functional proposal team effectively to meet schedules and deadlines, understand dependencies, balance competing priorities, and ensure right players are involved to produce high quality responses

  • Lead collaborative full lifecycle proposal processes

  • Skillfully interpret solicitation timeline and requirements to develop content matrix, information and cross-functional team resources, schedule and overall project plan

  • Analyze requirements against the proposal to ensure compliance and responsiveness to the customer's needs and requirements, as well as accuracy, compliance and quality value proposition being delivered in the best interest of Performant

  • Capitalize on your knowledge of commercial and government procurement processes and procedures, regulations and key areas such as quality control and compliance in developing proposals and infrastructure that increase value proposition and set Performant apart from the competition.

  • Write proposals based upon content and information from a variety of disparate sources, while ensuring accurate, cohesive, high-quality results

  • Leverage strong project management and communication skills in leading all proposal phases, activities and milestones (including, but not limited to, strategy development, kick-off meetings, working sessions, content refinement and reviews, project updates, legal review, sign-off/approvals, delivery, etc.)

  • Collaborate with cross-functional business leaders and teams on a variety of marketing projects and programs

  • Review and edit unsolicited proposals and presentation decks utilized by Sales

  • Comply with all company policies and procedures, complete all assigned compliance and other training within required dates and apply learning effectively

  • Maintain confidentiality and comply with information security

  • Serve as positive role model and leads by example in alignment with company strategy and value

  • Other duties as assigned.

Knowledge, Skills and Abilities Needed:

  • Strong written communication proficiency including technical and professional writing/editing, as well as developing presentation materials used for sales and other external audiences

  • Strong business acumen with the ability to quickly learn, align with and communicate Performant's business

  • Exceptional project management, facilitation and communication skills with the ability to collaborate effectively at all levels in the organization

  • Strong analytical and critical thinking abilities with a process mindset

  • Ability to develop and maintain financial models and data tracking/analysis using Excel

  • Demonstrated success managing multiple dynamic cross-functional projects simultaneously

  • Proven ability to work independently and in cross-functional teams where collaboration and the knowledge transfer process are critical for success

  • Demonstrate initiative and innovation to drive excellent results

  • Ability to deal well with ambiguity, unpredictable schedules/tight timelines and to handle risk and adversity

  • Demonstrate sound judgment and decision making

  • Drive positive business results given direction in the form of assigned goals and objectives

  • Mind-set of continuous improvement and adapts quickly to change

  • Strong proficiency in MS Office application tools (Outlook, Word, PowerPoint, Excel)

  • Comfortable in a fast-paced working environment

  • Ability to learn and build knowledge within the organization quickly

Required and Preferred Qualifications:

  • Bachelor's degree in business, marketing, or related field; equivalent experience may be considered in absence of a completed degree

  • Minimum 5 years of experience in proposal management or significant role in proposal development is required. 7 - 10+ years is preferred.

  • Demonstrated competency in building pricing models and various business analysis

  • Demonstrated strength in gathering large amounts of information from various sources and developing cohesive and compelling professional business response

  • Experience with government procurement and familiarity with government procurement regulations

  • Experience within the healthcare industry, preferably working with health plans either as a vendor or employee

  • Knowledge and experience with payment integrity, eligibility and related analytics, preferably within the healthcare payer industry
