DEA is seeking an Mid/Senior levelGIS Specialist/Supervisor to provide support on projects for the Transportation Business Unit. This position may work in any of the DEA offices in Washington, Idaho, Colorado, Oregon, Utah or California. The successful candidate is well-organized and detail oriented, with a strong background in GIS/geospatial analysis. The successful candidate understands how to utilize GIS, relational databases, and quantitative analysis along with transportation/land use/environmental planning knowledge to provide solutions which enhance the effectiveness and productivity of the DEA project team. * Performs GIS/geospatial-related activities which include, but are not limited to: mapping and cartographic representation, geospatial data collection, geospatial data analysis, developing CAD-GIS interoperable workflows, raster image processing, and working with web-based GIS applications. * Prepares and transmits GIS data, map documents, and tabular outputs to clients, sub-consultants, and internal DEA staff. * Assists other Transportation Business Unit staff in the general use of GIS software and associated computer hardware applications related to their work. * Conducts research and analysis in support of transportation, land use and/or environmental planning projects and contributes to planning project deliverables as directed. * Research and technical writing for land use, transportation, and transit projects * Developing land use permitting application packages for engineering projects under the direction of a senior planner. Qualifications: We anticipate that a successful candidate will have the following skills, commensurate with the level of expertise advertised: * Demonstrable experience with ESRI-based products, including ArcGIS Desktop, Spatial Analyst, 3D Analyst, ArcGIS Explorer, and other geospatial tools/applications. * Demonstrable ability to apply GIS/mapping techniques within established workflow and production standards, conduct analytical research, and present results clearly and effectively in a timely manner. * Knowledge of relational database systems, spatial data creation methods and techniques and spatial product delivery design and production. * Cartographic skills necessary to refine GIS outputs into reader friendly, visually appealing products. * Knowledge and understanding of fundamental planning issues and concepts, including land use planning, transportation and transit corridor planning, NEPA processes, * Experience working with socio-economic datais desired. * Strong writing skills. Education Requirements: * Bachelor's Degree in Geography, Planning, Environmental Science, Architecture, Landscape Architecture, Computer Science, or related field 7-10+ years professional experience is desired. * Completion of an accredited GIS certificate program in addition to a Bachelor's Degree may substitute for up to one year of professional experience. * Masters Degree in Planning with strong GIS training and skill set is also beneficial and may substitute for professional experience. Other Skills/Abilities: * Previous experience supervising staff, managing workload and professional development of a team * Experienceusing ArcGIS Model Builder is desired. * Experience developing web-based maps and tools (e.g. ArcGIS Online, Microsoft Silverlight, JavaScript) is desired. * Some familiarity with AutoCAD (Civil 3D) and Bentley MicroStation is desired. * Experience with SketchUp is helpful. * Experience with Enterprise-based systems (e.g. ArcGIS for Server) is helpful. * Experience with Python (e.g. building script tools) or other programming language is helpful.
