Job Summary
This director provides leadership, direction and management of UCD's $3.6 billion of employee compensation including the campus, medical center and UC ANR. This position oversees the accurate distribution of all salaries and wages; is responsible for compliance with University, Federal, State, agency and collective bargaining regulations, policies and agreements; and ensures appropriate recording and reporting of allowable compensation and benefit expenses for federally funded research contracts and grants. Responsible for accurate labor ledger accounting and general ledger interface with UCPath, UC Davis Medical Center and UC ANR financial systems. Analyzes and evaluates UCPath payroll and general ledger systems and drives initiatives for correction and enhancements. Partners with UCPath on all General Ledger projects including definition, testing and implementation of all payroll and benefit general ledger changes, solutions and enhancements. Partners across the University with key stakeholders to design and enhance payroll, HR, timekeeping and financial systems. Represents the University with the California Labor Commissioner's office. Consults with Employee and Labor Relations to analyze and evaluate potential collective bargaining terms to ensure agreements are consistent with system and process capabilities. - Bachelor's degree in Accounting, Finance, Human Resources or Business related field or an equivalent experience.
- Extensive experience and seasoned leadership abilities to direct comprehensive, high risk, and expansive Payroll and Labor units, complex employee benefit programs and qualified plans within a wide-ranging collective bargaining environment.
- Experience managing an operational team responsible for payroll services and labor financial monitoring, reporting, reconciliation and control.
- Extensive experience in interpreting and applying employment law, federal and state tax regulations reporting requirements and collective bargaining agreements related to compensation, pay components, awards and gifts.
- Experience with complex interface and data integrity issues with payroll, labor, general ledger, HRIS, time and leave reporting, employee self-serve applications, and automated feeds from internal and outside sources.
- Superior leadership, managerial, organizational, and interpersonal skills, judgment, and integrity to work effectively across the university and UC system with all levels of executive management, faculty, and staff, and with other higher education colleagues on complex compensation issues.
- Excellent problem-solving skills to identify objectives and use a high level of original thinking, creativity, and judgment in resolving issues. Excellent oral & written communication skills to prepare clear and concise correspondence and reports at a Level appropriate for the intended audience.

- Extensive experience and demonstrated skills with automated and web-based HRMS, Payroll, Financial and Time Reporting systems.

Department Overview This department is charged with providing the highest quality payroll and financial services to the University community. This highly technical and specialized function is critical to the business continuity of the University and is achieved by facilitating the timely and accurate disbursement of approved employee compensation, satisfying compensation-related employer obligations and ensuring appropriate and accurate accounting and reporting for all University compensation costs. The department consists of two primary teams: the operations team oversees UCPath and payroll policies and procedures, internal controls, and provides help desks and FAQ functionality to support customer requirements; the general ledger and systems team oversees the UCPath, time keeping, and financial systems including the interface between systems and accurate recording and reporting of compensation and benefit costs for university and non-university stakeholders.
