Data Systems Manager Salary: $106,881.42 - $129,902.35 Annually Closing Date: 6/9/2025 11:59 PM Pacific
The Human Services Department's (HSD) Planning, Research, Evaluation, and Engagement unit seeks an experienced professional to put their exceptional analytical skill set to work for the County of Sonoma!
The Data Systems Manager will be responsible for working with the Planning, Research, Evaluation, and Engagement (PREE) unit's cloud-based data system, Bonterra case management software, to plan, organize, and coordinate the activities of the Upstream Investments Shared Outcome Measurement System (SOMS), including overseeing system implementation and managing staff, consultants, and vendors with a focus on racial equity and social justice principles. They will also coordinate the project management of the overall system and provide support for program managers, analysts, and partners. Additional duties include:
• Completing program and policy analysis to determine outcome tracking and data requirements • Developing and implementing policies and procedures to ensure the integrity, security, and efficiency of the Shared Outcome Measurement System (SOMS) • Designing, implementing, and maintaining core database functions • Providing oversight for system security policies and procedures and security management for users • Extracting, transforming, cleaning, importing, and loading data into data warehouse or analytic platforms • Working in partnership with the Office of Equity (OoE) to ensure PREE systems are in alignment with County racial equity and social justice principles • Conducting data analysis, designing reports, and creating data visualizations to assist program managers in decision making and program evaluation • Acting as a resource for questions about complex system problems and providing tools to assist staff • Convening system partners to support the implementation, maintenance, and planning of core functions
The ideal candidate will possess many of the following: • Substantial experience being an administrator for Bonterra (formerly Apricot) or similar cloud-based database systems • The ability to analyze change request documentation and to effectively communicate changes to impacted parties • A passion for gathering data and building data systems through a racial equity and social justice perspective • The ability to convene and communicate with multiple stakeholders from varying health and human service backgrounds in regard to database systems coordination • Training in anti-racism principles, or an understanding of race equity, which may include lived experience and/or result-based accountability • Experience using data and case management systems, such as Bonterra (formerly Apricot) or similar, to track data, conduct data analyses, and report findings • Project management skills, including the ability to produce, track, and manage multiple deliverables with overlapping deadlines • Basic program evaluation experience, particularly in nonprofit and/or government agencies • Experience with Power Point and Canva for presentations to staff and system partners • Some experience with statistical software, such as Statistical Product and Service Solutions (SPSS) is desired, but not required • Strong Microsoft Office skills; including Word, Excel, Outlook, and Power BI
