DESCRIPTION OF WORK

In this position, you will be responsible for calculating and reviewing hydrologic procedures to ascertain design discharges for various projects. This task involves employing a range of hydrologic prediction techniques, analyzing data from gage stations, assessing rainfall patterns, interpreting topographic maps, and utilizing specialized computer software. Additionally, you will conduct hydraulic analyses of both natural and existing waterways, including streams, bridges, culverts, and pipes, to generate water surface profiles that illustrate flood frequency elevations, flow capacities, and floodplain boundaries, again leveraging various computer programs for accuracy. Your role will also include plotting cross sections and profiles of stream channels based on survey data and hydraulic calculations, as well as evaluating the environmental impacts associated with proposed projects. This entails coordinating environmental assessments with Bureau Biologists and engaging with representatives from environmental organizations as necessary. Furthermore, you will prepare and review Erosion and Sedimentation Control Plans, ensuring compliance with approved guidelines and state regulations through inspections and evaluations. You will also verify engineering computations and related calculations conducted by other engineering personnel or consulting engineers, while determining the specifications for individual project structures, such as dam heights, weir dimensions, spillway lengths, channel widths, and pipe sizes based on your calculations. Your contributions will extend to assisting in the development of plans and specifications for repair and rehabilitation initiatives, conducting courthouse searches to ascertain ownership of dams and related structures, and participating in meetings with consulting engineers, dam owners, local officials, and the public to address operational and safety concerns regarding dams and flood control systems. Effective communication, both written and verbal, with federal, state, and local agencies, as well as the general public, will be essential, including drafting routine correspondence. When necessary, you will travel to project sites to engage with stakeholders and assess conditions firsthand.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position may require travel as needed.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $67,678 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.


Special Requirements:

  • This position requires possession of a valid driver's license.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
