Job Description
Primary Purpose Oversee the safe and environmentally compliant execution of Instrumentation/Control systems, installation and testing, monitoring EPC contractor's execution at the project premises. Monitor the execution of work to ensure that progression is per the project specifications and industry standards and applicable codes.Report the quality issues in timely manner and help in resolving them with subject matter expertise. Foster harmonious relations with Construction, Commissioning, Turn over and Operations group to deliver a qualitative product to maintain world class LNG facility. Assist the planning and develop tools to indicate the progress and generate daily, weekly & monthly reports. Involve in eliminating the errors at first place and interact with craft professionals for obtaining the best quality in safe manner. In this role, you will be reporting Field Engineering Manager/Project Field Engineer. Providing input on project field engineering specialization roles and expertise on overseeing the material management, quantity verification and validation. Technical inspection and testing knowledge, and coordination with contractors involved. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements
Duties and Responsibilities
- Performs field observations, leadership and field walks, JSA reviews, attending tool box meetings, and adhere to project's safety regulations.
- Ensure appropriate qualifications, code compliances, adhering to the project specifications and industry standards.
- Maintain accountability on deliverables to PALNG within specific discipline and monitor the progress of work, participate in punch list walkdowns.
- Develops firm understanding of system scoping from the beginning and prepare to walk the systems in the areas involved. Compile the drawings and specifications associated with each system, well in advance.
- Oversees and manages contractor(s) construction activities to ensure compliance with the EPC contract, applicable permits, site regulations and construction safety program & Monitors the schedule compliance.
- Participating in walkdowns related to systems, raising punch points, reporting and validating them upon attending
- Interfaces and responds to technical queries from internal stack holders, EPC contractors, subcontractors, suppliers, and other counterparties required.
- Performs annual and semi-annual performance reviews and interactively project annual goals for professional development and the peers.
- Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
- Participates in regular contractor construction meetings.
- Review contractor's procedures, reports and quality of the product to ensure compliance and EPC contract requirements.
- Coordinates with Commissioning and Start-up Manager and engineers to facilitate start-up of the project in accordance with operations agreed system turnover plan and plant performance testing and expectations.
- Manages compliance with proper and manufacturer required storage/preservation requirements.
- Carry receipt observations or make visits to various lay down yards that store Electrical equipment to understand the storage adherences.
- Performs other duties as assigned (no more than 5% of duties).
Fiscal/Budget Responsibilities Assist in developing, managing projecting the budget cost to include manpower in case of pre-commissioning required to be carried by subcontractor.

Education
- Bachelor's Degree - Engineering or other technical discipline. Required
Experience
- 10 years of experience managing major mechanical construction projects including the construction of LNG, Oil & Gas, Chemical and energy infrastructure projects. Required
- 5 years of experience with brownfield projects. Preferred
- 5 years o background in management or construction of energy infrastructure projects in regards to Electrical and Instrumentation. Required

- Knowledge of Electrical & Instrumentation construction or engineering operation relating to field activities. Advanced
- Strong leadership abilities to build positive team environment, and influence Contractor with leadership and technical skills. Good subject knowledge of applicable codes and standards. Advanced
- Analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions. May obtain guidance from Sr. Electrical & Instrumentation FE on critical issues. Advanced
- Ability to apply strong written and oral communication skills while presenting and participating in discussions with internal and external project stakeholders. Advanced
- Self-starter with proven leadership abilities, strong interpersonal skills and problem-solving abilities. Ability to manage multiple and complex issues and work independently. Advanced
- Possess positive attitude and has the ability and poise to be professional during crucial discussions with senior management, and/or while presenting critical information requiring management decision to overcome issues and concerns regarding the site operations. Intermediate
- Good working knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel & PPT to convey information with clarity through presentations and reports. Intermediate
- Displaying knowledge levels, leadership skills, and shall be in a position to guide Contractor. Good experience in inspection of electrical equipment, bulks and commodities. Carrying a random inspection on materials that are being received by Contractor at various locations and at Field. Advanced
- Team player with demonstrated ability to work with, influence and manage a team to get results. Extensive experience in meeting project goals and objectives utilizing forward looking approach. Advanced
- Exposure to sorting out issues during commissioning on instruments such as Control valves, Analyzers and Field monitors and detectors. Intermediate
- Reviewing installation details and possess knowledge of testing of Instrumentation and carrying logic checks of Control systems, Instrument installations, cable stringing, terminations, low and medium voltage testing, loop checks, relay logic, PLC & HMI proficiency, smoke and fire detection systems. Loop checks and medium / high voltage testing. Advanced
- Strong knowledge of verification of VFDs, Control circuits, Motor control and drives in AC & DC. Advanced
- Ability to manage multiple and complex issues and work independently, perform quality control inspections. Advanced
- Expertise in functional testing and implementation of communication systems like PAGA, conversant with applicable NFPA codes and carrying the risk assessments. Advanced
- Work Experience supervisory level executing heavy industrial projects in oil, gas, chemicals refinery, process, petrochemical and power generating stations. Advanced
Licenses and Certifications
- Work authorization. required
- Valid Driver's license. required
- Transportation worker identification credentials (TWIC). Preferred
Other qualifications Work includes regular field inspections and the physical ability to conduct field inspections that involves following activities: Extensive walking in and around a construction site, often in high heat and high humidity conditions, climbing ladders/scaffolds, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to accessing into vessels and columns to carry inspections. Must be able to use appropriate standard and project issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift inspection tools, etc.). Attitude to complete the task ahead of given schedule. This position is a project based position and remote work is not authorized.
