Summary

AC Transit is currently recruiting for the position of Technical Services Manager. Under general supervision, this position, plans, organizes, and directs Maintenance department activities related to technical specifications, the selection and evaluation of vehicles and equipment, the compilation and analysis of performance data, warranty administration, and emissions compliance; and manages assigned projects and subordinate staff.

DISTINGUISHING CHARACTERISTICS: This classification has management-level responsibility for the staff and activities of the Technical Services unit of the Maintenance department.

Representative Functions

  • Manages the bus buying process by meeting with multiple vehicle manufacturers, testing available alternatives by performing cost/benefit analyses of relative durability and utility, negotiating technical specifications, selecting and ordering vehicles, inspecting production, and resolving issues.
  • Writes or modifies technical specifications for proposed revenue vehicles, non-revenue vehicles, and other electronic and mechanical products supplied by outside vendors.
  • Monitors or performs final inspection of delivered vehicles, and authorizes buses and other revenue and non-revenue vehicles for service.
  • Administers warranties for all operational and non-functioning vehicles and other equipment, identifies warranty problems, determines causes of failure, negotiates with suppliers to choose the safest and most cost-effective solution for the District, and acts as liaison between Maintenance staff the suppliers.
  • Prepares reports that include findings and recommendations for the General Manager, Board of Directors, executive staff, and various committees; and makes presentations as required.
  • Manages, prioritizes, and directs the scheduling and work activities of Technical Services unit staff; participates in decision making regarding personnel issues; and develops, communicates, and monitors staff adherence to departmental policies, as well as state and federal rules and regulations.
  • Reviews and analyzes accident reports by performing failure analyses, establishing liability, recommending solutions to prevent reoccurrence, and following up as needed to ensure that preventive measures have been implemented.
  • Maintains databases mandated by the Federal Transportation Authority (FTA) and the California Air Resources Board (CARB); regularly monitors emissions measurements such as opacity, particulate matter, and nitrogen oxides; and prepares documentation and required federal and state reports.
  • Serves as a Maintenance Department representative on committees such as the Maintenance Steering Council, the Environmental Sustainability Committee, and the Regional Transit Committee.
  • Monitors the work activities of external mechanics and consultants performing warranty-related maintenance and repair work on District premises, and may give work direction to internal Maintenance department staff outside the Technical Services unit.
  • Performs related duties as required.

Minimum Qualifications

Education: Equivalent to a Bachelor's degree from an accredited college or university in mechanical, electrical, or civil engineering; or a related field. Additional coursework in public administration or business administration is desired.

Experience: Equivalent to at least six (6) years of increasingly responsible supervisory level experience in vehicle maintenance, warranty administration, and/or quality assurance in one or more maintenance facilities similar in size and scope to AC Transit. Direct experience with the maintenance and repair of transit vehicles and diesel engines is desirable.

License/Certification: Must possess and maintain a valid California Class C Driver's License and meet the
District's driving standards.

Special Requirements:
1. Must be able to travel to any point within the boundaries of the AC Transit District on short notice.
2. Must be able to travel by air both within the U.S., and internationally.
3. Must be able to work outside regular business hours to attend local, regional, or international workshops, conferences, or meetings as a representative of AC Transit, as required

Pension: All AC Transit employees participate in a lifetime defined benefit pension. All employees hired on or after January 1, 2020, may be in the District's Tier II pension plan covered by the Public Employees' Pension Reform Act of 2013 (PEPRA). As such, he/she may be required to contribute a small portion of annual income towards the cost of his/hers District pension.
