The IT Project Manager/Business Analyst is responsible for leading cross-functional teams to deliver strategic projects that align with the mission and goals of Group Health Cooperative of South-Central Wisconsin (GHC-SCW). This position combines strong project management expertise with strategic IT and business solution architecture to ensure that business and technology initiatives are effectively scoped, designed, and implemented.

They partner with project sponsors and organizational leadership to define project scope, create charters, establish timelines, and determine success metrics. They facilitate and execute all phases of the project lifecycle-ensuring delivery within schedule, scope, and budget-while also contributing to the development and refinement of project management templates and methodologies.

In addition to managing projects, the role analyzes workflows and business functionality, identifies areas for improvement, and designs solutions that enhance member services and support organizational strategy. Acting as both an Enterprise and Business Architect, the incumbent evaluates solution options for complex business challenges, provides oversight on IT project implementations, and ensures solutions meet quality and design expectations. This role regularly presents to management and collaborates on high-impact initiatives deemed critical to the success of GHC-SCW. The Enterprise Project Manager serves under the direction, guidance and supervision of the IT Enterprise Applications Director.

Job Specific Minimum Qualifications



  1. Bachelor's degree from an accredited college or university in MIS, Business or related field, or equivalent combination of education and relevant work experience required.
  2. A minimum of three (3) to five (5) years of progressively responsible Information Technology or business-related experience is required.
  3. A broad knowledge of technology (networking, applications, software development, databases, internet, etc.), business analysis (requirements gathering, modeling, etc.), and project management using methodologies like Agile, Waterfall or hybrid approaches is required.
  4. Strong understanding of healthcare payer systems and clinical workflows.
  5. Proven competency in project management. Ability to initiate and follow through on complex projects of both long term and short- term duration.
  6. Knowledge of health care and health insurance business processes, terminology is strongly preferred.
  7. Minimum of two (2) years of experience preferred with the following software: Microsoft Office, Microsoft SharePoint, and Epic Applications.
  8. Knowledge of electronic medical records systems such as Epic systems is highly desirable.
  9. Strong strategic and analytical thinking skills.
  10. Ability to initiate and follow through on complex projects of both long- and short-term duration.
  11. Proven track record of ensuring an organization's technology objectives are aligned to its business goals.
  12. Ability to motivate and direct teams. Previous leadership experience is preferred.
  13. Excellent organizational and problem-solving skills. Ability to make informed decisions while considering a wide variety of conditions and situations.
  14. Excellent customer service skills. Ability to be culturally sensitive and work with a diverse population.
  15. Ability to maintain organizational and patient confidentiality. Knowledge of or ability to learn HIPAA requirements.
  16. Superior written and oral communication skills. Ability to communicate well across a span of IT analysts, operational end users, and varying levels of leadership. Ability to present ideas in user friendly language.
  17. Ability to manage multiple priorities. Commitment to meeting deadlines.
  18. Ability to work in a consultative approach with users in assessing needs and requirements.
  19. Ability to train and mentor non-project management staff on basic project management skills.
  20. Experience working in a team-oriented, collaborative environment.
  21. Ability to work extra and/or flexible hours including occasional weekends required.
  22. Ability to travel to various work sites. Employee is expected to provide personal transportation. Possession of a valid, Wisconsin driver license if the employee is operating a motor vehicle.
  23. Ability to stay current on, and adapt to, rapidly changing technology and business processes.
