SUMMARY OF DUTIES:

The Senior Project Controls Manager is responsible for the utilization and improvement of existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for Amtrak's New York Infrastructure Renewal Portfolio. Individuals in this role will oversee the delivery of cost and resource performance reports, change logs and risk registers in close collaboration with Executive Sponsors and Senior PMO Leaders at the project and program level. Senior Project Controls Managers work under minimal supervision of a Senior Portfolio leader and lead a project or program level controls team which is comprised of direct and matrixed subordinate controls practitioners.

ESSENTIAL FUNCTIONS:

* Work with the portfolio team and leadership within the division, as well as, across divisions and functional business lines to ideate and deliver process improvements with focus on Amtrak's Core Capabilities.
* Identify business needs and implement impactful resolutions via performance analysis and reporting outputs.
* Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.
* Integrate cost and schedule data, as well as information for vendors and external entities to facilitate risk, schedule and budget performance reporting.
* Act as 'last pass' quality assurance and quality control reviewer on reports and correspondences distributed to external stakeholders.
* Manage the controls team tasked with the data-ownership of reporting mechanisms, dashboards and presentations that paint a cohesive picture of the status of the portfolio.
* Champion use of SharePoint, EPPM, Maximo, and all Amtrak systems-of-record to ensure uniformity and standardization of data inputs and outputs as supporting product SME/change agent.
* Guide project and program teams through all phases of controlling processes.
* Support Executive status review meetings, Governance and Change Control Boards.
* Promote and adhere to Amtrak Enterprise Project Management Organization methodology.
* Mentor and motivate new and junior employees in the adoption of Amtrak policies.
* Responsible for all activities detailed above, while consulting with relevant project controllers (e.g., cost, schedule) and receiving approval from Portfolio Director on any areas impacting project work.
* Other duties as assigned

MINIMUM QUALIFICATIONS:

* Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
* 9-12 years of relevant experience in Finance, Project Management, Project Controls or Business Administration in a transportation or engineering environment.
* Previous experience supervising direct reports.
* Proven ability to effectively communicate with varying audiences and stakeholders.
* Strong practical project controlling knowledge and a mastery of project controls tools and work processes.
* Super-user of MS Excel, SharePoint, Power BI/Access and Primavera/Oracle PPM tools.
* Ability to organize and present project portfolio reports, proposals, and other related portfolio information.

PREFERRED QUALIFICATIONS:

* Graduate Degree
* Understanding of railroad business functions, operations, and/or design and construction processes.
* Previous railroad, heavy operations, maintenance and renewal for projects or programs in all phases particularly in initiating, design and/or construction phases.
* Practical knowledge of schedules, risks, cost controls
* PMP (active and current)
* PMI-SP, PMI-RMP, CCP or PSP certification
* Six Sigma Black Belt

WORK ENVIRONMENT:

* Office building environment.
* Work in cubicle setting; stand, sit, bend, twist, use file drawers.
* Sit at computer to complete assignments, projects, and majority of tasks.
* Ability to work under close deadlines.
* Occasional travel as needed.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $135,800-$176,040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
