Ignite Digital Services is seeking a highly skilled Purchase Requisitions and Acquisitions Analyst to support the Navy Afloat Transport & Navigation Division of NIWC Atlantic. This role provides critical support to an Integrated Project Team (IPT) and requires a strong background in Navy procurement and acquisition processes.

Responsibilities:
- Provide logistics support which includes but not limited to Service PR management and Service procurement across several projects.
- Process PIDs and PRs to provide incremental funding to services contracts.
- Identify intra-task synergies and opportunities to leverage Ignite Digital corporate capabilities for differentiated value.
- Support business development by providing subject matter expertise and insights on the client mission, project delivery, and competitive market landscape.
- Provide program management support for the Naval Information Warfare Center (NIWC) Navy Afloat Transport & Navigation Division, Radio Communications IPT, to include tracking action items and distributing updates to relevant stakeholders.
- Develop Service PR packages for all the IPT's Service actions to include DCMRs, COR Memos, etc. and upload to AMS.
- Track contract actions to ensure PR packages are developed and submitted for timely contract awards ahead of need-by-dates.
- Learn and understand Command and team organizational relationships to effectively communicate information appropriately and effectively.
- Evaluate current processes and procedures and initiate process improvement actions to improve team performance.
- Assist with reporting for assigned projects.
- Conduct quality assurance reviews on products and processes to ensure compliance with policies and directives.
- Establish and maintain knowledge management best practices using MS Office 365 tool suite. Leverage tool suite capabilities to maximize efficiency in communication and reporting.
- Perform other duties as assigned.
- Manage project budgets/costs, schedules, and performance risks
- Leverage AMS, Navy ERP, and business intelligence tools to develop, analyze, and report contract documentation and financial statuses
- Manage program functionalities, documents, and traffic is properly recorded, stored, and disseminated in line with program requirements
- Develop Procurement Packages for current and future awards
- Manage program risks within the project risk management tool and processes and actively engage stakeholders to implement risk mitigation strategies, tracking risks to closure
- Assist with technical and business analyses and reporting for assigned projects
- Establish and maintain knowledge management best practices utilizing a common workspace for team projects to achieve simplified document retrieval, correlation, and analysis of completed tasks
- Compile weekly, monthly, quarterly, annual, and ad hoc reports using Microsoft (MS) Word, Excel, and PowerPoint
- Assist in development of standard operating procedures, policies, and document templates
- Regularly update information technology trackers & data sources utilized by the Acquisitions Team
- Assists with processing Procurement Initiation Documents (PIDs) through the Acquisition Management system following DOD guidance & regulations
- Reviews procurement documents & ensures their accuracy before processing through systems
- Utilizes knowledge of government contract modifications & new awards when requesting artifacts from Contract Officer Representatives
- Provides assistance to Acquisition Team in any other areas needed

Required Qualifications:
- Knowledge and Experience of Navy ERP
- Knowledge and Experience of Navy Acquisitions Process
- Three (3-5) years of direct work experience with job responsibilities
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures
- Understanding of Government PR Package Development
- Demonstrated experience and /or certifications in developing business intelligence reports and analyses to support program decision-making
- Demonstrated experience working independently, prioritizing multiple objectives in a rapidly changing environment, and ensuring delivery of quality products
- Strong writing skills including the ability to synthesize information into clear, concise messages both for detailed analytical reports and executive summaries
- Experienced user with MS Office Suite (Outlook, Word, Excel, PowerPoint, Visio, Adobe Professional)
- Proficient with SharePoint or similar collaborative environments
- Active Secret Clearance

Desired Qualifications:
- Bachelor's degree in Business or Statistics, Mathematics, or Management Information Systems
- Experience supporting DoD / Navy expeditionary systems acquisition programs
- Experience with NIWC Atlantic program and financial management processes and best practices
- Experience with the software development life cycle (SDLC) environment
- Strong Microsoft PowerPoint, Word, and Excel skills
- A proven ability to multi-task, manage time, and organize/plan
- Demonstrated attention to detail and quality-oriented approach

Salary: 75k+ dependent on education and experience
