Primary Function The Property Control Manager for the WSMR Test and Evaluation Analytical Services (TEAS) contract is responsible for overseeing and optimizing all aspects of property accountability, asset management, and shipping and receiving operations in support of mission-critical activities at White Sands Missile Range. This role conducts in-depth analysis and continuous performance monitoring to ensure the effectiveness, compliance, and efficiency of asset control procedures across the organization. The Property Control Manager directs the daily operations of the Property and Shipping & Receiving departments, working closely with the Director of Property Controls to ensure seamless coordination, compliance with FAR Part 45 and DFARS property regulations, and adherence to contract-specific requirements. Key responsibilities include lifecycle management of government-furnished and contractor-acquired property, coordination of incoming and outgoing shipments, property audits, inventory accuracy, and the maintenance of accurate property records in designated systems such as DPAS or equivalent databases. The Property Control Manager also plays a central role in training staff, implementing process improvements, and ensuring proper handling, tagging, storage, and disposal of assets in alignment with government standards. This position serves as a critical liaison between project teams, logistics, procurement, and government property administrators to ensure mission readiness, audit preparedness, and full accountability of all assets supporting test and evaluation activities at WSMR. Essential Duties
- Manage the day-to-day functions of the Property and Shipping & Receiving departments, ensuring timely and compliant processing of all property transactions and material movements supporting WSMR TEAS operations.
- Ensure full accountability of government-furnished and contractor-acquired property from acquisition through disposal, including receipt, tagging, storage, inventory, issue, transfer, and disposition.
- Maintain strict adherence to FAR Part 45, DFARS, and contract-specific property management regulations and procedures, ensuring audit readiness and zero-deficiency performance during internal and external inspections.
- Monitor and evaluate the effectiveness of asset control procedures, implement corrective actions when necessary, and identify opportunities to streamline operations and improve accuracy.
- Lead periodic physical inventories and reconcile records with actual holdings. Ensure timely resolution of discrepancies and maintain complete and accurate data in property management systems such as DPAS or equivalent platforms.
- Supervise the receipt and shipment of materials, ensuring proper documentation, inspection, and tracking of items. Coordinate with logistics and procurement teams to support mission timelines.
- Provide guidance, training, and supervision to property staff to ensure they are knowledgeable in property procedures, documentation requirements, and system use. Foster a culture of accountability and attention to detail.
- Serve as a liaison between internal departments, contractors, and government property administrators. Provide reports, metrics, and documentation as required to support audits, reviews, and management decisions.
- Develop, update, and enforce standard operating procedures (SOPs) related to property management and shipping/receiving. Ensure all processes align with contract requirements and support operational efficiency.
- Ensure property management activities directly support the operational readiness of test and evaluation missions at White Sands Missile Range by maintaining the integrity and availability of mission-essential equipment and materials.

- Basic to intermediate computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs.
- Ability to enter data accurately into databases.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc.

Required Qualifications
- High School Diploma or Equivalent
- Minimum of 3 years' experience working in a Property Control, Warehousing or Manufacturing setting
- Previous supervisory experience preferred.
- Experience working with CostPoint / Cognos preferred.
- Working knowledge of ITAR, FAR, DFAR, and DOT Regulations
- Previous experience operating a forklift preferred.
- Ability to pass a drug and background screening.
- Must be able to obtain a government security clearance
Working Environment This is an on-site, fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.This position is normally 5 days a week M-F. However, weekends and after hour support may be required.
