HDR's Northern California Solid Waste and Organics group has an opportunity for a Environmental/Civil Engineer in Training (EIT) to join our rapidly growing California team. The primary duties of this position include all aspects of engineering, project management, project pursuits and client relationship management for projects including contaminated materials assessment / investigation / management/compliance, including waste discharge requirement (WDR) compliance reporting, additionally, duties to include municipal solid waste (MSW), industrial type vertical facilities, and organics industries, with an emphasis on system planning, engineering analysis, cost estimating, design, construction management, pollution control systems, and permitting/regulatory compliance. Specific duties will include maintaining client relationships, proposal development support, planning, design, permitting, and construction administration of waste systems, storm water controls, groundwater monitoring, and site layout/infrastructure elements (utilities, roads, support buildings, soil borrow areas, etc.) and report writing. The Environmental/Civil EIT will function as a project designer and assistant project manager on mid-size to large projects. This role will be responsible for assisting team leadership in sustaining and growing client relationships and organizing and contributing to overall business development opportunities. A core component of this will be supporting upcoming project opportunities and participating in the project pursuit and proposal development.
The primary duties of the Environmental/Civil EIT are to conduct, supervise or direct a multitude of waste and organics engineering projects. In this role, we'll count on you to:
- Assist Waste Project Managers and Engineers with planning and monitoring all aspects of multidiscipline projects or medium-sized projects with high degree of technical complexity, typically involving a large project team.
- Perform assignments through the entire project development cycle to complete deliverables on schedule and budget.
- Maintain client relations and be involved in business development (in partnership with the Solid Waste Business Development Lead), marketing, contractual, design and production meetings.
- Implement QA/QC procedures.
- Work on a wide variety of contaminated material, MSW and organics related projects including but not limited to compost facilities, transfer stations, material recovery facilities, household hazardous waste facilities, and organics facilities.
- Develop Phase I ESA, Phase II ESA and compliance monitoring reports.
- Develop solid waste facility operational permitting report documents (Report of Facility Information (RFI) - Report of Composting Site Information (RCSI), Transfer Processing Report (TPR), In-Vessel Digestion Report (IVDR) to effectively manage compliance, maintenance, and safety.
- Work with a team of staff engineers in preparation of design deliverables including strategic planning, engineering design reports, construction drawings, technical specifications, cost estimates and construction schedules with support from HDR's national practice leads.
- Participate in meetings with clients and regulatory agencies to resolve technical issues.
- Will also serve as a consultant to waste, and organics construction management projects as needed.
- Work independently on technical tasks involving data analysis, interpreting results, and preparing technical reports, plans and specifications.
- Perform other duties as needed.
Preferred Qualifications
- Minimum of 2 years experience with multidiscipline facility, civil site engineering, or related project work preferred.
- Candidate location in the greater Sacramento area.
- EIT certification with ability to achieve PE within 2 to 4 years.
- A self-motivator with developing leadership and Project Management skills.
- Demonstrated understanding of client relationship management and evidence of experience interacting directly with clients highly preferred.
- Proficient with Microsoft 365 (Excel, Word, Teams, OneNote, etc.). Familiarity with AutoCAD Civil 3D is a plus.
- Must be detail-oriented and a team player with great communication, technical writing, analytical, organizational, and time management skills.
Required Qualifications
- Bachelor's degree in Environmental Engineering or closely related Engineering field
- Engineer in Training (EIT) certificate.
- Strong written and verbal communication skills

The expected compensation range for this position is $70,032.00 - $107,669.00 annually depending upon skills, experience, education and geographical location.
