The Senior FMS Systems Engineer will provide Foreign Military Sales (FMS) technical and programmatic support to the PMA-207 Kuwait Team, ensuring successful execution of aviation platform sustainment, upgrades, and acquisition efforts under the FMS program. The position requires extensive knowledge of U.S. Navy acquisition processes, aircraft systems, and international program coordination, with a focus on supporting Kuwait's fleet under PMA-207's portfolio.


Duties:



  • Serve as the technical lead for engineering efforts supporting the Kuwait FMS case(s), ensuring alignment with U.S. Navy standards and host nation requirements.
  • Provide systems engineering and technical oversight for Kuwait's aviation platforms, including integration, sustainment, and modification projects.
  • Coordinate with PMA-207 Integrated Product Teams (IPTs), NAVAIR competency codes, OEMs, and other stakeholders to manage lifecycle engineering support for Kuwait platforms.
  • Review and analyze engineering data, platform configurations, and technical reports to assess impacts on performance, safety, and readiness.
  • Support development and review of Engineering Change Proposals (ECPs), Statements of Work (SOWs), test plans, and verification activities.
  • Collaborate with logistics, program management, and financial personnel to ensure technical feasibility and compliance with FMS case requirements.
  • Lead or support Technical Interchange Meetings (TIMs), Integrated Product Teams (IPTs), and in-country site visits or assessments with Kuwaiti defense officials.
  • Ensure compliance with U.S. export control laws, DoD/Navy FMS policy, and International Traffic in Arms Regulations (ITAR).
  • Provide mentoring and technical guidance to junior engineers and team members as needed.


Required Experience:



  • Minimum of 12 years of experience in systems or aerospace engineering, preferably with U.S. Navy aviation programs.
  • Experience with FMS processes, international defense programs, and cross-cultural stakeholder engagement.
  • Strong understanding of NAVAIR acquisition lifecycle and platform sustainment.
  • Demonstrated experience with military aircraft systems, preferably those in PMA-207's portfolio (e.g., C-130, KC-130, UC-12, etc.).
  • Excellent written and verbal communication skills; able to prepare clear technical documents and briefings.
  • Ability to travel domestically and internationally, including periodic travel to Kuwait.


Required Education:



  • Bachelor's degree in engineering or related technical field.


Desired Qualifications:



  • Master's degree in a related technical field.
  • Experience supporting PMA-207 or related PEO(A)/NAVAIR program offices.
  • Familiarity with Kuwait's defense acquisition environment or previous work with the Kuwait Air Force.
  • DAWIA or equivalent certification in Engineering, Systems Planning, Research, Development and Engineering (SPRDE), or Program Management.


Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $110,323.71-$165,485.57 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
