Federal Operations Support Program Manager

The Federal Operations Support Program Manager oversees mission-critical support operations and ensures efficient coordination across Department of Defense agencies and programs. This role involves managing logistics, personnel, and resources to facilitate operational readiness while ensuring compliance with federal policies, DoD directives, and classified requirements. The Program Manager serves as the central point of accountability for program execution, risk management, and process improvement within federal operations support activities.
Due to the sensitive nature of projects and operations under this portfolio, candidates must possess an active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
Key Responsibilities Program Leadership and Strategy
  • Provide leadership and strategic direction for federal operations support programs to ensure alignment with DoD mission objectives.
  • Develop operational plans, resource allocations, and milestones to optimize program execution.
  • Regularly evaluate program performance and recommend improvements to maximize efficiency and impact.
Operational Management
  • Oversee the development and execution of operational policies, frameworks, and processes to ensure DoD readiness and compliance.
  • Lead logistics, supply chain, personnel management, and other support operations critical to federal mission success.
  • Coordinate cross-functional teams to resolve operational challenges and streamline workflows.
Compliance and Risk Mitigation
  • Ensure alignment with federal regulations, including FAR/DFARS acquisition policy, cybersecurity frameworks (RMF, NIST), and DoD directives.
  • Develop and implement risk mitigation strategies to address program delays, resource gaps, or operational vulnerabilities.
  • Conduct regular audits and reviews to ensure compliance with contractual obligations and internal controls.
Stakeholder Engagement
  • Serve as the primary liaison between DoD program leadership, federal agencies, contractors, and external stakeholders.
  • Facilitate communication and collaboration across agencies to enhance operational support integration.
  • Prepare briefings, reports, and updates for senior officials regarding program status, risks, and outcomes.
Resource Allocation and Management
  • Manage program budgets, optimize resource allocations, and monitor expenditures to ensure financial accountability.
  • Oversee personnel assignments to ensure roles and responsibilities align with mission priorities and stakeholder expectations.
  • Ensure operational support teams have access to the tools, equipment, and training necessary for effective mission execution.
Continuous Improvement
  • Identify and implement best practices to enhance operational readiness and efficiency across federal operations support activities.
  • Leverage data analytics and performance metrics to evaluate program outcomes and drive informed decision-making.
  • Foster a culture of innovation by introducing technologies and methodologies to improve program infrastructure.

Basic Qualifications
  • Security Clearance: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Education: Bachelor's Degree in Business Administration, Operations Management, Logistics, or a related field. Equivalent military or professional experience may be considered.
  • Experience:
  • Minimum of 8 years managing DoD or federal operations, logistics, or program management activities.
  • Proven experience with cross-agency coordination within federal or defense environments.
  • Certifications:
  • Preferred certifications include Project Management Professional (PMP), Certified Defense Financial Manager (CDFM), or Lean Six Sigma.
