SENIOR PROGRAM AUDITOR

DEPARTMENT OF FAMILY AND SUPPORT SERVICES

PROGRAMMATIC MONITORING

Number of Positions: 2

(Additional vacancies possible pending budget approval)

Starting Annual Salary: $73,140

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the class performs at the fully functional level conducting programmatic and fiscal compliance audits of delegate agencies receiving federal and state funds; and performs related duties as required

ESSENTIAL DUTIES

* Conducts on-site reviews of delegate agency programs to evaluate programmatic and fiscal operations for compliance with funding source requirements and contractual agreements

* Reviews complex contracts, work programs, and budgets for large programs involving multiple sites to identify criteria and objectives for contracted services, performance measures and compliance requirements

* Participates in developing, monitoring, and reporting instruments used to evaluate programmatic and fiscal performance of delegate agencies

* Conducts initial meetings with agency managers to discuss the audit process, requests records and reports, and coordinates the scheduling of program sites for audit

* Coordinates and conducts site visits, plans the audit schedule, and reviews monitoring instruments for programmatic and fiscal reviews of delegate agencies with multiple program sites

* Reviews narrative and statistical reports documenting audit findings and makes recommendations for corrective actions in cases of non-compliance

* Works to resolve non-compliance issues

* Acts as a liaison with agency representatives, advising them on methods to resolve programmatic and fiscal deficiencies and explaining funding source guidelines and contract requirements

* Coordinates workshops for delegate agencies in need of technical assistance

* Reviews and approves payment requests for reimbursement requests submitted by delegate agencies.

* Prepares unit's program activity reports

Additional duties may be required for this position.

Hours: 9:00AM - 5:00PM

THIS POSITION IS IN THE CAREER SERVICE

Qualifications

* Education, Training, and Experience * Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration or a related field, plus two (2) years of program auditing experience, or an equivalent combination of education, training, and experience

Licensure, Certification, or Other Qualifications

* A valid State of Illinois driver's license is required. Must have the permanent use of an automobile that is properly insured including a clause specifically insuring the City of Chicago from accident liability

SELECTION REQUIREMENTS:

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected.

NOTE: You must provide your transcripts or diploma at the time of processing

Preference will be given to candidates possessing the following:



  • Previous experience monitoring programs or agencies.
  • Previous experience working with federal, state, or local funded programs.
  • Previous experience working in contract compliance or program management.
  • Knowledge of social service programs and their related funding requirements.
  • Proficiency with MS Office software, specifically MS Excel, MS OneDrive, MS Outlook, and MS Teams.
