Job Summary

The Training and Development Program Manager leads the strategic design, delivery, and continuous improvement of employee and supervisor development programs within Human Resources. This position plays a key role in building organizational capacity by developing and implementing training that supports employee growth, enhances supervisory skills, and ensures awareness and adherence to employment laws, administrative regulations, and institutional policies and procedures. The Program Manager collaborates closely with HR leadership and stakeholders across the district to assess training needs, develop customized learning solutions, and promote a culture of continuous learning, legal compliance, and professional excellence.

Essential Functions

65% - Designs, delivers, and evaluates professional development programs tailored to the behavioral and operational needs of college and district staff
  • Facilitates in-person and virtual training sessions; adapts content and delivery to audience culture, roles, and learning preferences
  • Develops curriculum, toolkits, and facilitator guides grounded in adult learning theory and behavior-based training methods
  • Coordinates logistics and delivery for district-wide training events, retreats, and workshops, and related activities.
  • Provides technical assistance, consultation, and training guidance to departments across the district
  • Supports performance development and behavioral coaching initiatives through supplemental training, reinforcement tools, or follow-up programming
  • Oversees program metrics and data reporting to assess impact, identify trends, and support continuous improvement
  • Researches and incorporates best practices, trends, and compliance requirements into program design

20% - Partners with college leaders, HR partners, and functional departments to align training content with strategic goals, performance objectives, and policy requirements
  • Leads campus engagement and environmental assessments to understand employee experience and translate findings into relevant learning interventions
  • Collaborates with Employee Relations and other HR service areas to support training related to employee accountability, service culture, and professional conduct

5% - Prepares internal communications, reports, presentation materials, and executive briefings
5% - Participates in or leads strategic planning activities for training-related initiatives
5% - Performs other duties as assigned

Minimum Qualifications

Bachelor's degree from a regionally accredited institution and four (4) years of work experience which involves the administration, analyses, and/or support of classification or compensation projects, programs, and/or initiatives, which includes at least two (2) years of experience in a lead or supervisory role.

OR

An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. SHRM-CP/SCP - Society for Human Resource Management Certified Professional / Senior Certified Professional, CPLP - Certified Professional in Learning and Performance, CPTD - Certified Professional in Talent Development, LXD - Learning Experience Designer, or equivalent certifications
  2. Experience facilitating training or professional development in a higher education, public sector, or decentralized setting
  3. Experience coordinating cross-campus or multi-site training programs
  4. Familiarity with behavior-based training, emotional intelligence models, or interpersonal skill development frameworks
  5. Demonstrated success in designing and leading large-scale training events, retreats, or live educational programs
