Position Overview

Pantheon Data is seeking a Program Analyst / Systems Engineer to support a major surface acquisition program for the U.S. Coast Guard. The ideal candidate will bring strong technical acumen in systems engineering and a deep understanding of financial analysis using Excel and Power BI. This role will be instrumental in supporting budget prediction, cost analysis, technical documentation, and schedule support activities for In-Service Vessel Sustainment (ISVS) projects.

Responsibilities

Financial Modeling & Analysis



  • Maintain and enhance complex financial spreadsheets to predict current and future budgetary needs using historical data and projected expenses.
  • Create and troubleshoot Excel macros, particularly within "checkbook" sections, to automate tasks and ensure accuracy in financial tracking.
  • Integrate data from multiple sources into centralized spreadsheets to support budgetary planning and internal reporting.
  • Identify and resolve formula, macro, and data issues to ensure reliability and functionality of tools used by APMs.
  • Support development of cost estimates for labor, materials, and lifecycle sustainment.


Dashboarding & Reporting



  • Develop and maintain interactive Power BI dashboards that visually represent financial data, budget projections, and performance metrics.
  • Ensure dashboards provide real-time updates and enable user-driven filtering, drill-downs, and customized views.
  • Prepare detailed financial reports and summaries for internal reviews, senior leadership, and external audits.


Systems Engineering & Acquisition Documentation



  • Assist in drafting and reviewing technical specifications, system integration documents, and engineering drawings in support of acquisition requirements.
  • Contribute to Contract Deliverables (CDRLs), Requests for Proposals (RFPs), and milestone review documentation (PDR/CDR/TRR).
  • Support the development of reports, issue papers, and meeting minutes for stakeholder briefings.


Schedule & Program Management Support



  • Assist the Program Management Office (PMO) with updates and maintenance of the master schedule system using MS Project or similar tools.


Required Skills and Experience



  • Minimum of 5 years' experience in program analysis, systems engineering, or acquisition support.
  • Advanced proficiency in Microsoft Excel, including macros, formulas, pivot tables, and troubleshooting.
  • Familiarity with Power BI or similar BI tools for dashboard development and data visualization.
  • Ability to synthesize financial data and technical information into actionable recommendations.
  • Experience supporting federal acquisition programs (MSAM/NMAP knowledge preferred).
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.


Education

Bachelor's degree in Systems Engineering, Business Administration, Decision Science, or a related field preferred.

Clearance Requirements

U.S. Citizenship with the ability to obtain and maintain a Public Trust Clearance.

Work Location: Hybrid - Washington, DC (3 days onsite)

Compensation

The salary range for this position is $90,000 - $110,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
