Overview

Nakupuna Companies is looking for an UXO Technician II who will support munitions and explosive of concern (MEC)-related activities which includes, but not be limited to, munitions response to MEC, operational range clearance-related activities, and similar operations that involve the intentional physical contact with MEC such as ground-disturbing or other intrusive activities in areas known or suspected to contain MEC.



Responsibilities

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. Specific duties include:

    Performs reconnaissance and classification of UXO.
  • Identifies U.S. and foreign guided missiles, bombs and bomb fuzes, projectiles and projectile fuzes, grenades and grenades fuzes rockets and rocket fuzes, land mines and associated components, pyrotechnics, military explosives, and demolition materials.
  • Locates subsurface UXO using military and/or civilian magnetometers:
    • Performs excavation procedures on buried UXO by manual means; mechanical means.
    • Performs operator maintenance of military and/or civilian magnetometers.
    • Locates surface UXO using visual means. Operates motor vehicle transporting
    • Prepares an on-site safe holding area for UXO.
    • Performs storage of UXO and demolition materials.
    • Prepares a UXO disposal site.
    • Prepares non-electric firing system for a UXO disposal operation, electric firing system for a UXO disposal operation, and a detonating cord firing system.
    • Disposes of UXO/explosives by burning or detonation.
    • Operates a personnel decontamination station.
    • Dons and doffs appropriate personal protective equipment in contaminated areas.
  • Inspects salvage UXO-related material:
    • Erects UXO-related protective works.
    • Determines a magnetic azimuth using a lensatic compass.
    • Performs field expedient identification procedures to ID explosive-contaminated soil.
    • Performs emergency leak seal and packaging of chemical warfare material.
    • Uses radiographic (x-ray) equipment.


Qualifications

Personnel who are trained as a UXO Technician II must demonstrate the requisite knowledge and ability to perform required tasks in compliance with applicable operational and explosive safety requirements which includes understanding the purpose, requirements and procedures for the following:

  • Store explosive materials per applicable guidance, including preparing on-site holding areas to temporarily store and secure MEC or MPPEH, and other explosives (e.g., donor charges).
  • Determine, using a variety of techniques (e.g., global positioning equipment, land navigation techniques), and record the location of subsurface anomalies, surface MEC and other material of interest in a field environment.
  • Perform field-collection and -testing procedures to identify explosives-contaminated media or material (e.g., equipment used for the load-assemble-pack of military munitions).
  • Inspect and document the explosives safety status of MPPEH.
  • Supervise, as required, UXO-Technician I.

Military Installation Access and Security Clearance: This may position reside on a military installation. Must be a U.S. Citizen and be able to qualify for and obtain a base access pass and currently hold or able to obtain a security clearance.

Education and Experience: Personnel must be a graduate of a DoD Certified EOD/UXO course with a minimum of 3 years of EOD/MEC experience or a graduate of a military EOD School of the United States, Canada, Great Britain, Germany, or Australia with 1.5 years of EOD/MEC experience. Candidates for a UXO Technician II must successfully complete:

  • 40 hours of HAZWOPER training per 29 CFR 1910.120.
  • 8 hour HAZWOPER training refresher, if applicable.
  • Maintain annual HAZWOPER physical in accordance with 29 CFR 1910.120.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
  • Participate in the medical monitoring program, if required.

This federal government project is subject to the Service Contract Act (SCA). The hourly rate for this position is determined by the location where work is performed. In addition to hourly pay, positions subject to SCA are entitled to a health and welfare (H&W) payment, which may be adjusted based employee selection of company benefits in lieu of H&W.
