Responsibilities

We are seeking a creative and visionary Program Manager to lead a high-performing applications development and support team responsible for designing, developing, and maintaining secure, Web-based financial transaction E-Filing systems. This is a critical leadership role supporting a federal customer's electronic filing (E-Filing) objectives in compliance with various Executive Orders, Congressional mandates, and internal policies.

The Program Manager will oversee system development and maintenance in an AWS GovCloud environment, ensuring consistent delivery of high-quality services and secure, scalable application features. The ideal candidate will bring strong leadership, technical insight, contract management expertise, and a proactive customer-focused approach.

The preferred candiate must be in the DC, MD, VA area due to customer location (remote areas considered) but able to travel to meet and establish effective relationships with customers.

What you will do:

    Lead and manage a team of developers, engineers, and subcontractor staff in supporting and enhancing E-Filing systems.

  • Serve as the primary point of contact for the customer, ensuring clear communication and alignment on all project deliverables.

  • Oversee the delivery of all services under task orders, ensuring performance meets or exceeds acceptable quality levels (AQLs).

  • Ensure execution of daily system checks and ongoing monitoring for performance, reliability, and security.

  • Drive implementation and enhancement of system features within a secure AWS GovCloud environment.

  • Ensure compliance with applicable internal and external policies, including Executive Orders and Congressional directives.

  • Support and lead efforts to mitigate risk, ensure security compliance, and manage operational incidents or escalations.

  • Travel as needed to meet with customer stakeholders and maintain effective working relationships.



Qualifications

Required Qualifications:

  • 10 years of experience, may have supervisory or lead experience
  • Must have an active PMP Certification
  • Experience managing accelerated application/database development projects to include application and data migration to AWS and MS Azure environments
  • Experience in managing varying degrees of legacy systems, and a user/stakeholder community that requires instant and continuous access to daily data streams
  • Experience ensuring development activities have been thoroughly tested to eliminate defects
  • Experience in preparing and managing the development and presentation of documentation deliverables for contract compliance
  • Knowledge and experience to effectively manage, guide, and challenge a development team working with products such as:
    • Java, Spring/Spring Boot, J2EE, JavaScript frameworks (such as ReactJS, NodeJS), REST APIs, and Cloud Native architectures.
    • Architecting and executing migrations from legacy systems to cloud platforms, particularly utilizing AWS services such as API Gateway, Lambda, S3, EC2, Step Functions, SNS, SQS, ECS/EKS, and CloudFormation.
    • Linux operating systems, relational databases (PostgreSQL, Oracle), and application servers (WebLogic, JBoss, Apache Tomcat).
  • Experience directing and prioritizing tasks
  • Ability to develop project schedules and allocate resources where needed
  • Ability to interact, plan, and coordinate with customers and stakeholders. Provide options to achieve customer outcomes and directly address issues and challenges to resolution
  • Experience performing administrative actions associated with employees and subcontractor staff that include performance evaluations, compensation management, subcontract management, employee timesheet tracking and approvals, invoice approvals, and other personnel administrative actions
  • Experience in preparing for and briefing program status at corporate and customer at monthly/quarterly Program Management Reviews (PMRs) at the director and VP levels
  • Must be a US Citizen
  • Must have an active Secret Clearance

Preferred Qualifications:

  • SAFe Certified
  • Agile Engineering
  • Active Secret Clearance (is a plus)
  • Bachelors Degree is a plus

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
