Job Description
Primary Purpose Manages, analyzes, estimates and provides input on project development, performance, status and issues. Provides support to the Project Manager - Project Controls in order to meet project requirements. Works with team members to understand the information requirements of construction projects as well as developing the mechanisms for tracking contract deliverables as required by the scope of construction. Implements programs, policies, and standards developed to effectively maintain project control requirements. Pursues some self-directed development and conducts a wide variety of tasks related to project execution, including schedule management.
Duties and Responsibilities
- Project Analyses and Project Controls Tools Development:
- Assists with schedule and cost and budget controls.
- Generates and submits progress and spend curves and internal weekly/monthly reports.
- Reviews and provides comments to Contractor's cost, schedule, and weekly/monthly reports.
- Reviews, analyzes and validates monthly Progress and Milestone Payment Items.
- Generates cost estimates for evaluation of Change Requests impacts & Estimates.
- Analyzes schedule delay claims and evaluation of recovery and accelerated schedule.
- Provides "What-if" scenario analyses, evaluation and recommendations.
- Works closely with Schedulers to perform schedule impact analyses due to Change Requests and/or Technical Queries.
- Works closely with Cost Accountant to develop and maintain cost systems.
- Works closely with Contracts Manager on Change Orders and analysis of delay claims or time extensions.
- Works closely with Risk Specialist to provide analyses and evaluation of cost and schedule impacts of risks.
- Works closely with Quantity Specialist on evaluating Contractor's earned values from Rules of Credit and Work Packages.
- Works closely with IT Systems team for project controls system development, implementation, and maintenance.
- Maintains positive relationship with customers; project team members; and contractor.
- Provides schedule analysis and acceptance of Critical Path Schedule including reforecasting of baseline and update schedules.
- Provides continued analysis of critical activities and longest path activities.
- Provides analysis of schedule delay claims and evaluation of recovery and accelerated schedule.
- Leads and provides guidance to the project team to meet project objectives.
- Performs scheduling tasks, importing, exporting, and reporting using Primavera P6 Professional using latest release version.
- Participates in the data collection and analyzing project information to support the project schedule.
- Manages the development of schedules for project development, ITB evaluation, and other owner scopes.
- Supports EPC contractor's project controls deliverables and reporting along with internal deliverables for stakeholder distribution.
- Facilitates schedule reviews and evaluation and provide resolution to management team.
- Tracks and Reports on Project Activities and Maintain Schedule Oversight:
- Maintains a level of confidentiality for the control of project activities and scheduled task.
- Generates effective reports that provide management with clear and concise status of project tasks, schedule and costs.
- Provides support in developing and maintaining Daily Report interface with Primavera and business systems.
- Provides scheduled and ad-hoc progress and status report.
- Provides feedback to project team members for requests of information on cost and schedule.
- Maintains project data using Primavera software, MS Office Suite and data management system.
- Collaborates with consultants providing services for schedule reviews and evaluations.
- Ensures maintenance of Primavera hosting sites including performance of back-up activities.
- Facilitates the alignment of the functional team's schedule and progress input is integrated within the overall project schedule and progress reporting.
- Supports Payment milestone and progress tracking and reporting processes.
- Policies and Procedures:
- Develops and carries out objectives, policies, and tactics that provide appropriate access control of all information in accordance with company document management initiatives and management directives.
- Assists in monitoring compliance with policies and procedures as they pertain to project management.
- Performs quality audits on contractors' work processes and systems along with managing requirements to perform internal project audits.
- Performs other duties as assigned (no more than 5% of duties).
Qualifications
Education
- Bachelor's degree in project management, engineering, technical discipline, related field, or equivalent training and/or experience required.
Experience
- 15 years of energy industry related experience (including field experience) required.
- Extensive experience with Project Controls Systems for progress and schedule evaluation, analysis and reporting with software program such as Primavera P6, Primavera Risk Analysis, Deltek Acumen Fuse, SharePoint, SAP, earned value management and other Project Controls Management Systems required.
Knowledge, Skills and Abilities
- Strong knowledge of management and construction of major industrial projects (oil, gas, power, liquefaction, LNG).
- Proficient with the set up and use of Primavera and Microsoft Projects scheduling tools.
- Extensive knowledge in Cost estimating and Cost management systems and Best Practices.
- Strong technical management abilities with effective project management and leadership skills.
- Strong understanding of construction management and projects controls best practices.
- Strong understanding of Earn Value Measurement Systems; Rules of Credit and Chart of Account.
- Strong knowledge of planning, progress tracking and scheduling.
- Possesses initiative, decision-making skills and problem-solving abilities to analyze data, identify issues, recommend, develop, and implement solutions.
- Possesses in-depth knowledge of construction techniques and practices.
- Ability to manage and develop multiple schedules and deliverables in a fast-paced environment.
- Ability to organize, plan, control, coordinate, and effectively manage cross-functional assignments.
- Sufficient computer literacy to provide quantitative and written reports through the use of spreadsheets, charts, PowerPoint, Visio and Dashboard.
Work Schedule
OFFICE: Work onsite at a company facility due to the nature of the duties and responsibilities of the position.

$125,600.00 - $188,400.00 / year
