We are seeking a skilled China Analyst to support a high-profile engagement with the Office of the Secretary of Defense's Chief Digital and Artificial Intelligence Office (CDAO). This role will contribute to efforts to develop high-impact assessments for senior policymakers using data-driven analyses and key findings. This role is ideal for candidates with a blend of China expertise, data-driven analytic rigor, and experience working in multidisciplinary teams of data scientists and data engineers to address senior military customers' requirements.

As a China Analyst on the CDAO project, you will work closely with stakeholders, technical teams, and program leadership to elicit, document, and manage requirements that align with the strategic goals of the initiative. You will play a key role in translating customer needs into technical requirements that you will then "fuse" and deliver as strategic assessments and analytic products for senior military customers.

Location: Arlington, VA

This position is contingent upon the award of an OSD CDAO contract. Work is expected to begin in Mid-August 2025.

Job Duties include (but not limited to):
    Deliver in-depth qualitative and quantitative analysis around the military capabilities and technological advancements of near peer nations
  • Prepare and deliver briefing materials and written reports for senior military customers
  • Analyze disparate data sets and other information sources and synthesize data-driven outputs into key findings
  • Deliver compelling visualizations and author strategic assessments and periodic analyses that address key stakeholder priorities and information gaps
  • Collaborate with key military customers and technical team members to include data engineers and data scientists to craft the best approach to addressing key customer requirements
  • Manage the customer requirements process to include gathering requirements from key stakeholders, translating requirements into analytic questions, collaborating with technical teams to "translate" requirements into technical workplans, and coordinating data needs with technical team
  • Support the development and refinement of data sources and processes to optimize the tailored delivery of technical information that addresses customers' key information requirements
  • Facilitate workshops and planning sessions with government, military, and contractor personnel to develop use cases, process flows, and user stories to support technical teams
  • Conduct gap analyses and contribute to the development of technical and strategic roadmaps based on discovery findings


Qualifications

Required Skills & Experience:

  • 5+ years of experience as a strategic analyst, intelligence analyst, or policy analyst focused on China, preferably within the federal or DoD sector
  • Experience working in a multidisciplinary team and using data as the backbone of all assessments
  • Experience interfacing with technical and non-technical audiences
  • Familiarity with the Advana platform or similar DoD data environments
  • Exceptional oral and written communication skills, stakeholder management experience, and organizational skills
  • Proficiency in tools such as JIRA, Confluence, and Microsoft Office Suite.
  • Experience supporting Agile teams and writing user stories or functional specifications
  • Hands-on experience managing a customer requirements process
  • Due to US Government Contract Requirements, only US Citizens are eligible for this role.

Desired Skills:

  • Certification in business analysis (e.g., CBAP, PMI-PBA) or Agile methodologies (e.g., Scrum Master) preferred
  • Scrum experience or certification

Education & Certifications:

  • Bachelor's degree in a related field. Master's degree a plus.
