The Opportunity

The Manager, Disaster Services - Preparedness plays a vital role in the development and execution of Feeding America's disaster preparedness and capacity-building initiatives. This position works in close partnership with member food banks and state associations to deliver expert tools, training, guidance, and resources that strengthen and sustain preparedness efforts and enhance overall disaster response capabilities across the network.
Compensation

Here at Feeding America national organization, equality is central to our mission and is an integral part of our compensation policies and structures. As such, we maintain transparent salary ranges and clearly defined practices for how our team, including new hire salary offers, moves through these ranges. You can expect us to offer the best salary up front based on these clearly defined pay practices with little room for negotiation. We make exceptions for highly experienced (multiple years of at-level experience) new hires in accordance with our pay practices. Once hired, employees have the opportunity to progress through salary ranges via regular merit increases and step promotions.

Salary Range: $86,000 - $91,000 Based on Experience.

Responsibilities:
Lead Strategy and Capacity Building
  • Lead the implementation of Feeding America's disaster preparedness and capacity-building strategy, aligning efforts with the national disaster framework and organizational goals.
  • Build, support, and sustain the capacity of network members through technical assistance, resource sharing, and strategic planning.
  • Promote community-focused preparedness planning by centering communities facing hunger and ensuring that strategies address disparities and build inclusive response models.
  • Manage grant responsibilities related to regional collaboratives, including implementation, tracking, and reporting on deliverables aligned with preparedness and capacity-building initiatives.
  • Leverage data and metrics to inform planning and evaluation, including the aggregation and analysis of Network Activity Report (NAR) data and application of the disaster self-assessment tool to drive strategic improvements.
Network Engagement and Learning
  • Convene regional collaborative calls, capacity check-ins, and in-person convenings to identify needs, foster alignment, and promote peer-to-peer best practice sharing.
  • Lead or co-lead webinars, workshops, and learning sessions that build network readiness, resilience, and disaster knowledge-tailored to network members.
  • Lead best practice sharing forums and learning collaboratives that highlight innovative and tested approaches to disaster readiness from across the network and beyond.
Planning, Tools, and Exercises
  • Plan, coordinate, and evaluate tabletop exercises (TTX), simulations, and other preparedness drills across the network; provide coaching and support to partners on exercise execution.
  • Create and update practical tools, guides, planning frameworks, and resource matrices to support food banks in strengthening preparedness infrastructure and identifying gaps.
  • Support the development of the annual pre-staging setup strategy by evaluating network coverage, identifying capacity gaps, and recommending new pre-staging sites or partnerships to strengthen overall preparedness planning.
  • Publish regional capacity maps, disaster planning guides, and preparedness reports to inform situational awareness and readiness across the Feeding America network.
Partnerships and Representation
  • Partner with internal leaders and external agencies to inform and align capacity-building efforts; represent Feeding America in national forums (e.g., FEMA, VOAD, IAEM).
  • Foster a collaborative approach to disaster services in partnership with member state associations and food banks and national, state, and local partners to ensure neighbors in need receive timely and effective support during times of crisis, while keeping people facing hunger at the center of our work.
Continuous Improvement and Response Support
  • Support After Action Reviews (AARs) by helping to translate lessons learned into actionable preparedness improvements. Contribute to closing the feedback loop and ensuring insights from response efforts inform future preparedness planning, fostering a cycle of continuous learning and refinement.
  • Serve in a supporting role and act as a backup to the Manager, Disaster Services - Response, during disaster response operations as needed.
    Required Experience and Qualifications:
    • 5+ years' experience in an emergency management, disaster relief, human services or governmental organization or Certified Emergency Manager (CEM).
    • Excellent project management skills.
    • Strong communication and presentation skills to diverse audiences.
    • Exceptional interpersonal skills and ability to work collaboratively with all levels of professionals in multiple organizations.
