Pay Range: Actual pay may vary up or down depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position may be eligible for incentive compensation.

Job Summary

The Technical Program Manager (TPM) drives strategic execution by aligning engineering Scrum teams and Waterfall-aligned functions (Infrastructure, Security, Data) to a single, cohesive technology roadmap. You will act as the connective tissue between autonomous teamsensuring that dependencies are understood, risks are mitigated early, and delivery plans are grounded in operational reality. You are not a passive coordinatoryou are a facilitator of velocity and a shield against ambiguity.

Essential Duties and Responsibilities

    Cross-Team Program Management

    • Lead planning and execution for large-scale, cross-functional initiatives spanning multiple engineering squads and supporting functions outside Scrum.
    • Own the program-level view in Jira or equivalent tooling, ensuring roadmap items are broken into epics and mapped across teams with clear interlocks.

    2Dependency Identification & Management

    • Establish and maintain dependency tracking mechanisms (Jira cross-linking, integration maps, dependency boards, etc.).
    • Proactively identify upstream and downstream technical dependencies during quarterly planning and story refinementespecially where waterfall-aligned functions impact sprints (e.g., infrastructure provisioning, data access, security approvals).
    • Conduct structured dependency reviews prior to each sprint and milestone checkpoint.
    • Maintain a Dependency Register: track owners, dates, impact of delay, risk level, and mitigation actions.

    Risk Mitigation & Delivery Assurance

    • Work ahead of sprints to ensure any hard dependencies (e.g., API readiness, vendor responses, infra deployment) are aligned with sprint timing.
    • Coordinate alternative sequencing or risk workarounds with Product Owners and Tech Leads.
    • Flag at-risk items in Scrum of Scrums, and escalate systemic blockers to the Tech Portfolio Sync and Priority Program Review forums.

    Hybrid Delivery Interface

    • Serve as the delivery bridge between Agile and Waterfall: ensure non-Scrum teams are aware of sprint timelines and their responsibilities (e.g., handoffs, testing support, compliance approvals).
    • Translate Agile cadence into milestone views for Waterfall stakeholders.
    • Ensure Infrastructure/Ops, Data, and Security inputs are included in Gates 0, 1, and 2 activities.

    Governance and Gate Management

    • Coordinate cross-functional readiness for Gate 0 (business case), Gate 1 (feasibility and planning), and Gate 2 (launch readiness).
    • Facilitate artifact alignment (PRD, BRD, TRD, PRFAQ) and stakeholder input across both Scrum and non-Scrum domains.

    Stakeholder Communication & Alignment

    • Provide weekly delivery updates and progress reports using visual dashboards and risk summaries.
    • Chair or contribute to Scrum of Scrums, Product Syncs, and Technical Reviews.
    • Ensure visibility of roadmap shifts, capacity constraints, and interlocks to executive sponsors and functional leads.

    Other duties as assigned.

    Supervisory Responsibility

    This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.

    Education

    4 Year / Bachelors Degree In related discipline

    Experience

    Minimum 6 Years of Experience Program management or delivery leadership in hybrid technology environments

    Knowledge, Skills, and Abilities

    • Strong understanding of Agile/Scrum practices and familiarity with Waterfall/phase-gated methods
    • Deep experience managing technical dependencies across teams and layers of an enterprise stack
    • Excellent command of Jira (epics, cross-project boards, dependency management), Confluence, and planning tools
    • Proven ability to facilitate working sessions, unblock teams, and drive decisions across organizational boundaries
    • High fluency in engineering life cycle concepts (DevOps, CI/CD, integration testing, cloud provisioning, data pipelines, etc.)
    • Professional attitude, team player, good interpersonal communication skills and able to work across company departments.
