This position is critical to ensure that all transportation programs under the Transportation Department meet all government laws and regulations (federal, state and local) and contractual obligations. The incumbent performs various functions and under general supervision, reviews, revises, and produces final schedules utilizing scheduling software. The incumbent will be responsible for maintaining control, oversight, and coordination of daily field operations. The incumbent provides support and/or oversight to department drivers, provides support to department Field Supervisors as needed and carries out assignments designed to ensure consistent and appropriate applications of policies and procedures governing the department. From time to time, may be assigned to transport passengers and thus must be thoroughly proficient with duties and responsibilities of department drivers.

ESSENTIAL JOB FUNCTIONS:

1. Plans, schedules, and provides information using the agencies scheduling software to provide efficient schedules for the drivers' next day work schedule.

2. Responsible for monitoring daily service needs with contract service provider to maximize cost containment.

3. Adjusts computer dispatch schedules for conditions affecting customer service.

4. Coordinates and provides work direction to department drivers to ensure that transportation services are provided in a safe and timely manner.

5. Knowledgeable of the agency's dispatch transportation software program and makes timely and accurate assignments to drivers so that customers are transported to their destinations.

6. Provides customer service to internal as well as external customers by answering inbound calls regarding questions about the agency and the programs that it offers.

7. Oversees the monitoring of department staff and radio communication for quality, reliability and professionalism. Responsible for maintaining control, oversight, and coordination of daily field operations.

8. Responsible for setting up regular trip schedules for drivers and customers. Maintains and runs templates in the agency's computer system. Schedules can be created manually, computer-assisted, or a combination of manual and computer-assisted scheduling.

9. Becomes familiar with the Transportation Department programs and any other transportation funding sources that the agency may partner with. Incumbent will ensure all clients are scheduled within contract requirements.

10. Alerts Field Supervisors of potential problems that may occur and submits recommendations to address these concerns.

11. Provides support to ensure that all vehicles receive appropriate and required preventive maintenance and that pre and post trip inspections are completed and properly documented.

12. Analyzes system performance and creates/modifies processes for improvement. Ensures routing optimization and makes recommendations for appropriate parameter settings on routing and scheduling software to improve overall system efficiency.

13. Initiates system batches to automatically route and schedule trips. Responsible for adding requests for passenger pickup and adjusting schedule to accommodate cancellations. Ensures that service is provided to meet the needs of the customer.

14. May need to make prompt decisions depending on crisis situations that come up on a day-to-day basis and must maintain close communication with supervisors as needed.

15. Provides assistance to drivers and passengers if an emergency situation develops and assists in the routing of vehicles for repair.

16. Reports findings and/or implements necessary service changes; maintains and completes required records and logs.

17. Responsible for monitoring and adjusting vehicle passenger capacities as necessary to maintain operational effectiveness and efficiency as it relates to system productivity standards.

18. May assist the operation by providing transportation to clients as needed.

19. Perform other related duties as assigned.

Essential Qualifications:

1. Two years experience in transportation area - preferably transporting passengers.

2. Previous dispatching experience preferred but not mandatory.

3. Demonstrates good knowledge of city streets, intersections, and geographical layouts. Must be knowledgeable about the geography of El Paso City and County areas and have basic knowledge of other areas served by the agency. Must be able to read and understand maps in order to reach destinations throughout the service area.

4. Demonstrates good knowledge of transmission, broadcasting, switching, control, and operation of computer systems.

5. Demonstrates good knowledge of problem solving and analytical skills to gather and interpret data.

6. Demonstrated ability to complete written reports and demonstrated experience in written and oral communication skills. Basic computer knowledge, bilingual, have access to own transportation.

7. Possess a valid Texas Driver's License and meet vehicle state law insurance requirements. Must not have traffic moving violations within the last twelve months.

8. Work shift varies including holidays and/or weekends.

9. Meet all prerequisites of the position as determined by contract governing this position.
