Salary range is $78K to $170K with a midpoint of $118K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including:

GENERAL PURPOSE: Under general direction, the Senior Business Systems Analyst analyzes business problems and customer needs to define functional and non-functional requirements for technology solutions. Manage those requirements through their full life cycle, partnering with business and technical teams to ensure value, quality, and an excellent end user experience. Develop subject matter expertise in foundational data and act as the conduit between IT systems and customers. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. - Lead discovery, requirements, testing, and changemanagement activities from initial concept through production launch.
- Gather and manage business and technical requirements, interview stakeholders, and facilitate workshops with multiple audiences.
- Reconcile information from multiple sources and create clear, detailed requirements within the approved scope.
- Compare current and desired future states and document gap analyses. .
- Partner with Enterprise Architects and other IT teams to identify technical requirements, evaluate solution options, and analyze downstream impacts-system and nonsystem-including security, dataprivacy, and accessibility considerations.
- Clearly articulate and isolate in-scope and out of scope elements.
- Translate client needs into functional specifications and collaborate with development teams on solution design.
- Visualize complex topics through context, workflow, and activity diagrams using tools such as Visio and LucidChart.
- Create test strategies and UAT protocols; conduct endtoend testing to validate that solutions meet functional and nonfunctional requirements.
- Develop and deliver training materials; maintain data definitions and standards; and enforce agency compliance with datagovernance policies.
- Drive continuous processimprovement initiatives to streamline workflows within and beyond software systems.
- Create and maintain documentation required for both IT and procurement processes.

- Monitor industry trends, attend professional group meetings, and ensure processes and policies are applied consistently and compliantly.
- Participate in and facilitate Agile ceremonies such as backlog grooming, sprint planning, and release coordination.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Information Technology, Computer Science, Finance, Business Administration, or related field. Five years of experience in IT business analysis which includes designing and documenting requirements, detailed process flows and performing quality assessment and assurance functions; Or an equivalent combination of education and experience. Preferred Licenses or Certifications:
- PMP certification.
- Scrum Master certification.
- PSPO, CSPO, or SAFe PO/M certifications.
Required Knowledge and Skills:
- Industry principles and best practices of IT Business Analysis. Advanced requirements elicitation, processmapping, and documentation techniques. Agile/Scrum methodologies and tooling (Jira, Azure DevOps, ServiceNow Agile)
- Functional understanding of databases and how to utilize them for reporting.
- Principles of data management and Business Intelligence practices.
- Data modelling, system integration, and reporting concepts (SQL, Power BI).
- Principles and practices for creating positive user interfaces and experiences.
- Data mapping and system integration practices.
- Project management fundamentals including quality assurance and change management. Operational characteristics of a variety of complex computer and network systems, applications, hardware, software, and peripheral equipment, including enterprise-wide system applications.
- Modern office procedures, methods, and equipment including computers.
- Proficiency with Microsoft 365, Visio, SharePoint, Teams, and collaboration platforms.
Preferred Knowledge and Skills:
- Advanced requirements elicitation, processmapping (BPMN), and documentation techniques.
- Proficiency with Kahua, Oracle P6 and/or Unifier.
- Agile/Scrum product ownership, backlog grooming, and sprint planning.
- Strategic thinking, stakeholder engagement, negotiation, critical analysis, and exceptional written/verbal communication.
- Ability to manage multiple projects, reprioritize quickly, and deliver under tight deadlines in a matrixed environment. Handson configuration and administration of Kahua, Oracle Unifier, and/or Primavera P6.
- Experience integrating PMIS with ERP, GIS, and BI tools; familiarity with REST/SOAP web services, SQL, and datawarehousing principles.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Understanding, interpreting, and communicating end user requirements.
- Developing quality control techniques related to final product completion.
- Planning, implementing, completing, and reporting on progress, reviews, and end results.
Physical Demands / Work Environment:
- Work is performed in a standard hybrid office environment.
- Position requires access and use to software that is not ADA compliant. May require seeing.
