Job Announcement

This position conducts on-site inspections of vehicle locations to identify unregistered personal property. This position conducts field visits throughout each of the nine Fairfax County districts. Operates county vehicles equipped with an automated License Plate Reader (LPR) to capture license plate images for potential assessment of Personal Property Tax (PPTAX). Ensures compliance with local and state vehicle registration requirements. Ensures that data collected by LPRs are properly stored and processed. Conducts research to establish specific ties to the county. Determines the appropriate course of action required to bring resolution to vehicles garaged in the county that are not in compliance. Establishes and approves new personal property accounts. Analyzes and adjusts erroneous tax assessments. Corresponds with taxpayers via email, mail, and telephone to discuss vehicle tax assessments, taxpayers' violations, and complaints. Advises taxpayers in the interpretation of state and local tax codes. Prepares formal written reports and spreadsheets of inspection cases for audit purposes. Compiles tax assessment data on request. May assist in training other Administrative Assistant IV staff and review their work. Ability to effectively communicate in English both written and verbally. Performs other related duties as assigned. Works under the supervision of the Management Analyst I.

Note: The assigned functional areas of the position are general administrative support, customer service, and/or conducting research, reviewing documents, and preparing tax assessments.

General Administrative
Develops filing systems (paper and/or electronic);
Prepares non-routine responses to correspondence;
Receptionist/Public Contact
Oversees or resolves non-routine/difficult situations based on knowledge and interpretation of established policies & procedures;
Interprets county rules & regulations to employees, management, and the public using discretion as to proper application.
Reports
Prepares routine reports and statistics based on information compiled from various sources;
Determines report format and elements.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.


Additional work schedule requirements: requires flex time (work schedules for this position are 6:00am - 2:30pm and 8:00am - 4:30pm) and overtime work during peak period.

PREFERRED QUALIFICATIONS:

  • Three years of experience in at least one of the assigned functional areas.
  • Three years of experience working with state and local law regarding the assessment of tangible property taxes.
  • Two years of experience working directly with the public, assisting internal and external customers.
  • One or more years of experience handling difficult conversations and overcoming objections.
  • Two or more years of experience in discovery, research, and investigation skills, with ability to analyze findings.
  • One or more years of experience navigating the personal property systems and a willingness to learn new
    applications and systems as needed.
  • Experience meeting multiple deadlines; preparing and maintaining accurate records; working in a fast-paced environment; operating office equipment; providing high level customer service; exercising considerable tact and courtesy when dealing with citizens and handling confidential information; working in a team environment.
  • Intermediate proficiency using Microsoft Office software such as Word and Excel.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, employee may be required to do some walking, standing, bending, and carrying items less than 5 pounds. Work requires continuous hours of driving county issued vehicles. All duties performed with or without reasonable accommodations.
