Position Summary

Working closely with the Director and Program Managers, the Business Services and Contract Manager will be responsible for the business, special projects and contract management for all grants, private and government. The Business Services and Contract Manager will meet regularly with the Director, and liaise between the Contracts Department, Divisional Social Services Department, the Divisional Finance Department and/or their representatives to devise and implement strategies for the successful fiscal operation of CIS.

Essential Functions



  • Financial management of all phases of CIS, including budgeting for all aspects of our programs.
  • Contract execution, and billing include ensuring that CIS is complying and meeting with all contractual obligations.
  • Financial management, including oversight of monthly billings, purchasing and monitoring.
  • Attend weekly staff meetings and work with other members of the management team to create financial success in all phases of the program.
  • Prepares running balances of expenses to ensure that expenses are in line with the monthly budget and makes necessary adjustment if needed and communicates this information to management.
  • Ensure that billing for all CIS contracts are billed on a timely basis and that close out reports are submitted to agencies within specified time.
  • Ensures that income is accrual and all reporting requirements for DHQ are consistently met using accounting software.
  • Coordinates with program managers on issues concerning contract write ups and revision.
  • Assist on audits and monitoring visits from our funders.
  • Supervises staff that assist on the daily financial tasks that correlate to the grant billings.
  • Responsible for preparing CIS annual budget and grant budgets.
  • Perform other duties and ad-hoc reports as required.
  • Other duties as assigned by the CIS Director.


Pay Rate:

Range: $89,918.40 - $99,528.00 / year

Working Conditions

Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 25 lbs.

Minimum Qualifications



  • Driving Test and MVR check.
  • Bachelor with 3-5 years of experience in administrating/accounting government contracts, and/or comparable work experience.
  • Staff supervision experience.
  • Must possess a valid driver license and pass a criminal a criminal background.


Skills, Knowledge & Abilities



  • Advanced computer skills (Windows, Excel and Microsoft Office).
  • Ability to work well with others.
  • Strong organization and leadership skills.
  • Ability to effectively multi-task and work efficiently.
  • Proficient knowledge in using accounting software such as Shelby and Vivid Reports.
  • Ability to keep detailed financial reports and create budgets.
  • Excellent written and oral skills
