DEFINITION
Under supervision, to read, record and report readings of water meters; to clean and maintain meter locations; to repair and maintain water meters; to install new meters; to enforce the City's water conservation program; and to perform related work as required.

CLASS CHARACTERISTICS
Positions in this class are entry-level requiring no specialized previous training other than the development of work habits enabling an incumbent to work in routine procedures without immediate supervision. Positions in this class perform work which is highly structured, which seldom varies, and which is performed in accordance with established instructions. Incumbents receive thorough instructions when tasks are initially assigned and after training are expected to perform duties without constant supervision. Work is reviewed periodically while in progress and upon completion. Incumbents are expected to refer most variations in work to the supervisor for instructions.

Examples of Duties

Reads, records and reports readings on water meters either manually or on a handheld computer, notes readings which may be high or low; checks customer complaints and as appropriate resolves user complaints, such as no water, water leaks and high consumption; examines meters for signs of tampering; tags water meters as necessary; turns water services on and off as required; delivers delinquent notices; delivers new account notices; maintains radio contact with base of operations; develops new routes or amends existing routes to incorporate new connections; assign account numbers; may assist in training of new personnel; installs new meters; removes debris from inside meter boxes; installs concrete bottoms in meter boxes and replaces meter box lids as required; clears away bushes, weeds, grass and other obstructions from meters; disassembles water meters; cleans and examines the mechanism and chambers for breaks and wearing; repairs or replaces damaged or worn out parts; reassembles the meters, tests new and rebuilt meters; makes field tests of meters in place; exchanges meters in the field; assists in maintaining meter history; enforces the City's water conservation program; enters data in a computer for record keeping purposes; operates City vehicles; responds to after hour emergencies; and performs related work as required.

Typical Qualifications

LICENSE REQUIRED

  • Possession of a valid California Driver's License and a good driving record.
  • Possession of a Grade 2 Water Distribution Operator Certificate as issued by the California State Water Resources Control Board is required.

TRAINING AND EXPERIENCE

Education:

  • Completion of 12 th Grade or GED as a minimum education sufficient to assure the ability to read, write, and calculate at the level required for successful job performance.

Experience:

  • None required.

QUALIFICATIONS

Knowledge of:

  • Principles of the operation of meters; English usage, spelling, grammar and punctuation;
  • Basic math;
  • Simple record keeping methods;
  • Appropriate safety precautions and procedures;

Ability to:

  • Read, write and perform mathematical calculations at the level required for successful job performance;
  • Replace, maintain, repair, take accurate readings and train others to perform this work on water meters;
  • Record and report readings on water meters either manually or using a handheld computer;
  • Operate a computer terminal for record keeping and handheld meter reading;
  • Use the tools and equipment of the water distribution service skillfully and safety;
  • Read, understand and apply simple written materials;
  • Work with little supervision;
  • Maintain accurate records;
  • Operate a vehicle observing legal and defensive driving practices;
  • Understand and carry out oral and written instruction;
  • Establish and maintain effective relationships with those contacted in the course of work.

Supplemental Information

PHYSICAL DEMANDS AND WORK CONDITIONS

  • Strength: Medium work-lifting, carrying and/or pushing 50 pounds with frequent lifting and/or carrying of objects weighing up to 25 pounds.
  • Working Conditions: Extensive walking in outdoor ambient weather conditions.

Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral/written examination that will be weighted 100%. Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.
