HealthPartners is hiring a Senior Product Consultant. This position supports the Senior Product Manager in the strategic and market-facing aspects of product lifecycle management and leads the tactical implementation of Individual products including, but not limited to, developing all forms, templates, and other materials that support annual Qualified Health Plan (QHP) filings, and internal implementation of Individual on and off-exchange products. Senior Product Consultant assists in market and business intelligence gathering, feasibility assessments, and design and development of product initiatives as directed by the product manager. This position works across the organization by leading the implementation process for product initiatives and coordinates and oversees development of processes that support assigned products and programs in concert with the Product Operations team. This position serves as a resource for internal staff in understanding existing products and related policies, procedures, and systems and is responsible for coordination of day-to-day activities related to products, processes and support tools.

ACCOUNTABILITIES:

  1. Ensures HealthPartners Commercial Individual products meet the ACA standards for certification as a Qualified Health Plan (QHP) as defined under the Affordable Care Act (ACA) and the Centers for Medicare & Medicaid Services (CMS).
  2. Leads and coordinates internal processes to ensure the timeliness and compliance with state and federal annual QHP product filing requirements in all applicable states and markets.
  3. Gather market, industry and business intelligence as directed by Product leadership.
  4. Assist in product process with feasibility, design and development of product initiatives.
  5. Maintain existing commercial medical products and implement changes to commercial medical products in internal systems, supporting documents and forms, and external websites (purchaser portals and member portal).
  6. Annually review and update related policies and procedures, including state and federal regulatory and compliance updates/requirements/issues as it pertains to benefits and networks.
  7. Provide ongoing communication and education to internal departments including, but not limited to, Sales, Marketing, Claims, Contracts & Benefits, Member Services, Provider Relations, Legal, Membership Accounting, Health Promotion Department, and Worksite Health.
  8. Support special product vendor relationships
  9. Identify and implement solutions to address issues and problems related to the administration of commercial products.
  10. Development of dashboard reports related to existing commercial products.
  11. Consult with Product Manager, Director and other internal departments to ensure new products will be successfully implemented and operated.
  12. Partner with Sales and other areas within the organization, to resolve problems/issues that affect client satisfaction, as determined by manager.
  13. Work with Sales and vendors to resolve client and other external vendor problems/issues.
  14. Proactively identify opportunities to refine processes, procedures and tools.
  15. Coordinate with Marketing Communications on the development of product related sales materials.
  16. Work collaboratively with other Product & Market Solutions team members to coordinate shared product components and ensure maximum overall success of HealthPartners product lines.
  17. Complete special product-related projects identified by Product Leadership.
  18. Actively participate in the creation, update and ongoing testing of business continuity and disaster recovery planning and preparation, and annual business planning activities, as determined by manager.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree Business, Marketing, or other related field.
  • Minimum five years managed care or insurance product experience.
  • Excellent organizational skills and ability to work independently.
  • Excellent verbal and written communication skills.
  • Excellent problem identification/solving skills.
  • Excellent analytical skills
  • Strong project management skills.
  • Knowledge and experience using personal computers and Microsoft products.

PREFERRED QUALIFICATIONS:

  • Experience with ACA regulations, including QHP filing.
