| Position Summary |
The position performs and completes daily
NEPA reviews on
DPW work orders, service orders, document reviews and internal
NEPA projects; assists in preparation of
NEPA documentation required for federal projects and activities; provides environmental review and evaluation for federally funded construction projects and federal actions; and prepares
NEPA documents for government review/approval.
The position coordinates environmental analysis for all proposed actions to include
MILCON and
SRM construction, civil works renovations, real estate out-grants/in-grants, contamination hazard disclosure, training, and building disposals.
The position also reviews environmental real estate documentation, and it analyzes environmental plans and data, proposed actions related to training, construction, real estate, and Army stationing and/or Army materiel fielding actions. Incumbent is assigned a variety of transactions that are limited in scope, but involve different and unrelated realty processes and methods to support the development of projects that advance the goals of the
UGA and Fort Benning partnership.
The position will support other
UGA team members in conducting site inspections and data collection for sites for potential resilience projects that
UGA may support in partnership with Fort Benning. |
| Knowledge, Skills, Abilities and/or Competencies |
- Knowledge of NEPA's concepts, principles, and practices, as well as a variety of local, state, and federal environmental regulations, laws, guidelines, and documentation to prepare, manage, review, and coordinate NEPA documents.
- Experience and knowledge of the NEPA public involvement process.
- Knowledge, education, and expertise/experience sufficient to develop Phase I Environmental Site Assessments/Environmental Conditions of Property (ECP) Reports.
- Knowledge of commonly applied real estate principles, rules, regulations, and practices, and a general understanding of real estate markets, to acquire, manage, or dispose of property.
- Knowledge of statutes, regulations, licensing/permitting requirements, and precedent decisions governing environmental operations sufficient to use in planning, implementing, and monitoring environmental programs and services.
- Knowledge of facility engineering and environmental protection concepts, principles and practices and a variety of local, state, and federal environmental regulations and documentation combined with knowledge of the policies, regulations, functions and procedures to identify and apply applicable guidelines, provide advice and guidance to supported activities, ensure accurate and complete documentation, inspect for compliance and coordinate for a variety of actions.
- Experience assisting with environmental impact analysis in such areas as the National Historic Preservation Act. Knowledge and experience with ISO 14001, environmental management systems, specifically related to document control.
- Working knowledge of the relationships between military training and the land used for such training.
- Understand military training tactics, safety, readiness goals, and other facets of military training that relate to the use of training land.
- Ability to communicate effectively in writing and verbally to coordinate with officials at all levels of government on environmental issues and projects, provide advice and guidance, and prepare documentation.
- Ability to research specific information pertaining to specific issues, apply qualitative and quantitative techniques, and present it in a concise, accurate manner.
- Be highly organized, responsive, work well under tight deadlines, and have excellent written and verbal communication skills.
- Possess the ability to work well independently and within a team environment, displaying a positive attitude, ability to multitask, and being self-motivated to produce high-quality work.

- Prepare NEPA document analyses and deliverables; prepare the relative NEPA documentation type depending on a preliminary review of proposed action effects on resources and coordinate with the Ft. Benning NEPA Program Manager.
- Review project statements of work, engineering architectural design analysis and plans, and specifications.
- As part of the NEPA team, be actively involved in large project review stages, which include charrettes, Requests for Proposal, design packages (all phases), and modifications, and provide the environmental requirements into the computer.
- Review and provide information on program management plans, environmental protection plans, and other technical documents.
- Attend project planning meetings, design charrettes, and pre-construction meetings and present environmental information, requirements and potential mitigation to interested parties.
- Support the NEPA team in the execution of the collective mission in support of Fort Benning and its environmental division.

- Review and screen proposed action requests to ensure that each request is complete and properly filled out.
- Dispatch copies to the appropriate Environmental Program Managers for their review and comment.
- Prepare environmental documentation while providing advice and guidance to comply with National Environmental Policy Act (NEPA) regulations, occasionally assisting in the preparation or utilization of contracts for environmental analysis and studies.
- Ensure that the written documentation is in accordance with the 32 CFR Part 651 Environmental Effects of Army Actions. Ensure sufficiency in fulfilling NEPA and Army regulations for activities affecting Fort Benning operations and property.
- Consolidate on-site reviews and consultation to supported organizations concerning compliance with environmental laws and regulations, consultation requirements, permitting conditions and compliance on related issues within the purview of the installation.
- Coordinate other processes related to ground disturbing activities through the subject matter experts.
- Provide guidance to trainers on incorporating environmental constraints into training activities.

- Perform external office coordination, providing copies of completed NEPA decision documents in accordance with the Freedom of Information Act (FOIA) process as requested, ensuring agreements such as consultation with the US Fish and Wildlife Service and/or the National Marine Fisheries Service on actions are included, if applicable.
- Provides public disclosure and interested party reviews of prepared environmental documentation and ensures all permitting is accomplished prior to proponents' action starting date.
- Coordinates with technical specialists in the natural, physical, and social sciences to develop information necessary for portions of studies.
