Job Description
Virginia's community colleges have a 50-year track record of educational excellence and innovation to serve the needs of our citizens and strengthen the Commonwealth's economy. When Virginia's General Assembly established the Virginia Community College System in 1966, the need for a comprehensive system was well known. Over the two decades after the end of World War II, leaders in government, business, professional sectors, and academia had called for a new approach to providing educational opportunity. A key concern was Virginia's ability to develop a skilled and knowledgeable workforce to expand the state's economy. Today our community colleges give every Virginian the opportunity to gain a quality education. With 23 colleges on 40 campuses located throughout the state, Virginia's Community Colleges are committed to serving Virginia families, helping them acquire the knowledge and skills to seize the opportunities of today and tomorrow.

The Program Manager of Healthcare Program Innovation will serve as a central liaison among all 23 VCCS colleges, their healthcare faculty and Deans, and key healthcare stakeholders. This individual will lead collaborative initiatives, identify and scale effective student support programs, and collect and analyze data to track progress toward state healthcare workforce development goals. The ideal candidate will have a deep understanding of workforce education, healthcare industry needs, and the power of cross-sector partnerships to drive talent pipeline solutions. The Program Manager will co-lead in implementing program expansion among identified community colleges within the Rural Horseshoe, implementing requirements and guidelines of the Rural Health Transformation Grant.
Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications
Education and Experience

  • Master's degree in public health, education, workforce development, healthcare administration, or related field preferred.
  • Preferred: Certification and experience in healthcare allied healthcare field is a plus (i.e. Paramedic, Radiology, Respiratory, LPN, RN, Phlebotomy, Medics/Corpsmen, Nurse Aide, QMHP, BHTA, etc.)
  • 5+ years of relevant experience in workforce development, healthcare education, or public-private partnership leadership.
  • Proven record of success in program development and stakeholder management.
  • Experience designing and managing complex projects involving cross-sector stakeholders effectively.
  • Experience researching and analyzing innovation ecosystems and emerging healthcare fields.
  • Experience with technology tools used in systems of higher education.
  • Data management and analytical experience

Knowledge of:

  • Curriculum development and cross-walking curriculum
  • Virginia's healthcare ecosystem and community college system
  • Workforce development strategies, ecosystem development, career and technical education.

Skills in:

  • Data analysis and project management.
  • Written and verbal communication.

Ability to:

  • Serve as the lead liaison between VCCS and healthcare organizations for strategic initiatives and special projects.
  • Manage cross-institutional initiatives and foster collaboration among diverse stakeholders.
  • Collaborate with stakeholders across the Commonwealth to build accelerated and alternative pathways into healthcare careers.
  • Promote VCCS healthcare programs in collaboration with public agencies, community organizations, and healthcare employers.
  • Analyze and recommend innovative approaches to healthcare training and credentialing that address industry needs and workforce gaps.
  • Collect, analyze, and report data to monitor and communicate progress on state healthcare workforce development goals.
  • Track and maintain current knowledge of healthcare program offerings across VCCS institutions.
  • Engage employers and education to build talent pathways, identifying relevant competencies, mapping competencies to training, and building lifelong academic pathways that lead to higher wage jobs.
  • Identify and disseminate effective student support programs that enhance retention and completion in healthcare fields.
  • Participate in the coalition-statewide meetings and events of the Rural Health Transformation Grant.
  • Manage programming activities of the Rural Health Transformation Grant and VCCS
  • Represent VCCS at conferences and events
  • Manage multiple projects and collaborate with team members.
  • Work independently and as part of a team
  • Problem-solve in a fast-paced environment

Additional Considerations

  • Ability to work at a computer workstation for extended periods up to eight hours per day.
  • Ability to speak on the telephone and/or communicate via video conference technology.
  • Ability to sit for extended periods without breaks.
  • Ability to perform repetitive movements, such as typing, and the use of commonly used office machines and supplies.
  • Ability to lift and move a minimum of 10 pounds.
  • Ability to communicate and present information in a clear manner.
